Southwestern Community Unit School District No. 9 Board of Education met Tuesday, Nov. 15.

Here are the minutes as provided by Southwestern CUSD No. 9:

SOUTHWESTERN COMMUNITY UNIT SCHOOL DISTRICT NO. 9 Piasa, Illinois 62079

REGULAR BOARD MEETING MINUTES November 15, 2016

The Southwestern Board of Education met in regular session on November 15, 2016 at 7:00 p.m. in the Middle School Commons in Piasa, Illinois. Don Little-President asked Randy Gallaher-Secretary to call roll showing those members present were: Don Little-President, Randy Gallaher-Secretary, Tim Baker-Vice President, Steve Reed, Dara Simmons, Mike Wegener, Brad Skertich-Superintendent and Rose Bagley-Recording Secretary. Visitor’s sign-in sheet is attached.

Don Little-President led the Pledge of Allegiance.

Public Comment: None

Correspondence and Recognition: The High School Boys’ Soccer team was recognized for their successful season. They had 9 wins this year which is a school record. Each team member received a certificate and a picture was taken with the team members present and the school board.

Approval of the Minutes: A motion was made by Steve Reed and seconded by Dara Simmons to approve the minutes of the Regular School Board Meeting of October 18, 2016. Roll Call Vote: Ayes: Little, Simmons, Gallaher, Baker, Wegener and Reed Nays: None MOTION CARRIED.

A motion was made by Mike Wegener and seconded by Don Little to approve the minutes of the Closed Session Meeting of October 18, 2016. Roll Call Vote: Ayes: Simmons, Gallaher, Baker, Wegener, Reed and Little Nays: None MOTION CARRIED.

At 7:08 pm, a motion was made by Steve Reed and seconded by Don Little to go into closed session for “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity,” Roll Call Vote: Ayes: Gallaher, Baker, Wegener, Reed, Little and Simmons Nays: None MOTION CARRIED.

At 8:58 pm, a motion was made by Mike Wegener and seconded by Dara Simmons to go into regular session, Roll Call Vote: Ayes: Baker, Wegener, Reed, Little, Simmons and Gallaher Nays: None MOTION CARRIED.

Review and Approval of Bills: A motion was made by Steve Reed and seconded by Mike Wegener to approve the October Bills. Roll Call Vote: Ayes: Wegener, Reed, Little, Simmons, Gallaher and Baker Nays: None MOTION CARRIED.

A motion was made by Mike Wegener and seconded by Don Little to approve the October Consent Agenda Bills. Roll Call Vote: Ayes: Reed, Little, Simmons, Gallaher, Baker and Wegener Nays: None MOTION CARRIED.

A motion was made by Dara Simmons and seconded by Mike Wegener to approve the October Imprest Bills. Roll Call Vote: Ayes: Little, Simmons, Gallaher, Baker, Wegener and Reed Nays: None MOTION CARRIED.

A motion was made by Tim Baker and seconded by Steve Reed to approve the October Extra Pay and Substitute Pay. Roll Call Vote: Ayes: Simmons, Gallaher, Baker, Wegener, Reed and Little Nays: None MOTION CARRIED.

Old Business: None

New Business: A motion was made by Mike Wegener and seconded by Steve Reed to appoint Steve Ritzhaupt as a member of the Board of Education to serve from November 15, 2016 until the election held on April 4, 2017. Roll Call Vote: Ayes: Gallaher, Baker, Wegener, Reed, Little and Simmons Nays: None MOTION CARRIED. 

Steve Ritzhaupt was sworn it, seated and he signed the oath of office as the appointed Board member.

A motion was made by Tim Baker and seconded by Don Little to approve an agreement and waiver of claims for monies to the school district. Roll Call Vote: Ayes: Baker, Little, Simmons and Gallaher Nays: Wegener and Reed Abstain: Ritzhaupt MOTION CARRIED.

A motion was made by Tim Baker and seconded by Steve Reed to approve a High School Book Club sponsored by District Librarian Laura Naugle. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons, Gallaher and Baker Nays: None MOTION CARRIED.

Mr. Skertich went over the tax levy process since we are now under PTEL. A motion was made by Mike Wegener and seconded by Tim Baker to approve the Southwestern CUSD #9 resolution regarding estimated amounts necessary to be levied for the year 2016 as presented. Roll Call Vote: Ayes: Reed, Little, Simmons, Gallaher, Baker, Wegener and Ritzhaupt Nays: None MOTION CARRIED.

Review and Approval of the Financial Report: A motion was made by Dara Simmons and seconded by Don Little to approve the Financial Report as presented showing a balance in the Education Fund of $2,539,842; Operations and Maintenance Fund of $1,162,241; Transportation Fund of $-151,379; Working Cash Fund of $1,690,630. Mr. Skertich reported that we are 43% through our budget revenue and 31% through the budget expenses for this year. Categorical payments have still not come in. As of Oct. 31st MCAT’s owed by the state to our district is $532,611.34. What we get of this money will determine the outcome of this year’s budget. Roll Call Vote: Ayes: Little, Simmons, Gallaher, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED.

Superintendent’s Report Resignations: A motion was made by Steve Reed and seconded by Don Little to approve the resignation of Jamie Harrop, Lunch/Recess Monitor, effective 11/18/2016. Roll Call Vote: Ayes: Simmons, Gallaher, Baker, Wegener, Ritzhaupt, Reed and Little Nays: None MOTION CARRIED.

Retirement: None

Employment: A motion was made by Don Little and seconded by Dara Simmons to approve the employment of Amanda Mitchell, HS Assistant Softball Coach, for the 2016-17 school year. Roll Call Vote: Ayes: Gallaher, Baker, Wegener, Ritzhaupt, Reed, Little and Simmons Nays: None MOTION CARRIED.

Leave of Absence: None

Substitute List: A motion was made by Mike Wegener and seconded by Dara Simmons to approve Substitute List #4. Roll Call Vote: Ayes: Baker, Wegener, Ritzhaupt, Reed, Little, Simmons and Gallaher Nays: None MOTION CARRIED.

Enrollment and Suspension Report: A motion was made by Don Little and seconded by Dara Simmons to approve the enrollment and suspension report showing an enrollment of 1466, There were 5 suspensions and no expulsions for the month of October. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons, Gallaher and Baker Nays: None MOTION CARRIED.

District Highlights: Mr. Skertich went over the School Report Card for 2015-16. We had 1,512 students in the district. Our average class size is 20 compared to 21 for the State average. The High School graduation rate is 91%. 46% of our high school students are ready for college when they graduate and the state average was 46% also. Our instructional spending per pupil was $5,002 and the State’s was $7,712. Our Operational spending per pupil was $8,583 and the State’s was $12,821. Test scores were gone over at last month’s board meeting.

A motion was made by Randy Gallaher and seconded by Don Little to adjourn the meeting. Ayes: Ritzhaupt, Reed, Little, Simmons, Gallaher, Baker and Wegener Nays: None MOTION CARRIED.

The meeting adjourned at 10:16 p.m.
