The Barry City Council met Jan. 3 to receive committee reports.

The Barry City Council includes six aldermen elected for four-year terms. They meet at 7:30 p.m. on the first Monday of each month at City Hall, 1005 Bainbridge St.
BARRY CITY COUNCIL REGULAR MEETING JANUARY 3, 2017
Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7:30 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.
Mayor Rennecker amended the agenda to add one change. “Approve Resolution from Pike County Highway Department.”
Steve Schultz made a motion to approve the minutes from the December meeting and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Debbie Harshman made a motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent,
Officer Brenneke from the Pike County Sheriffs department gave the police report. There was one traffic arrest for improper lane usage.
Melvin Gilbert gave the public works director report. He said they got the door and installed it at the water plant. The crew has been patching and painting the shop. Fixed two leaks, one by Adam Rennecker and the other one behind Vanice Bradshaws. They got the Christmas lights down in the park and will get the rest of decorations down this week.
Terry Beard asked what happened with property where house was being burned. Jeff Hogge said they let it burn, the fire department let him go ahead and finish burning to get it done. The landfill won’t take material from house without EPA approval and that costs money. Mayor Rennecker said we compromised to get it down. Terry stated that around 10 o'clock p.m. the flames were 7 ft. tall and that should not be allowed. Scott Harris Stated they should get dumpsters instead of burning.
Jeff Hogge gave the City Administrator report. He met with Jaquai Bevelheimer about CORE interviews with JIREH and Jones Poultry. He attended several meetings - BBA, Committee as a Whole and PCEDC. Jeff also checked on code enforcements.
Mayor Rennecker discussed with Council the Resolution from Pike County Highway Department. The initiative is a statewide effort seeking to restore transportation funding distributions back to where they once were in the 1980’s and based on the traffic carried on our local roads versus state routes. Bob Dieker made a motion to approve the Resolution and Debbie Harshman seconded the motion. Roll call taken:

Jeff Hogge gave the Committee as a Whole report. Mayor Rennecker, Bob Dieker, Scott Harris, Steve Schultz, Terry Beard, Bruce Kendall, Debbie Harshman and Jeff Hogge were present at the meeting. Jeff stated that the purpose of the meeting was to see if they could help the grocery store with purchase of coolers. He said the store is having financial difficulty with the cost of electricity and repair costs. Mike Stroemer has investigated the possibility of purchasing new efficient coolers for the store that would save them upwards of 70% in energy costs plus reduced repair costs. Mayor Rennecker said it would cost $120,000 to replace all the coolers and he asked Mike Stroemerto prioritize which ones he really needs. The loss of revenue from sales tax and property tax as well as the secondary economic benefit from other businesses would impact the city's financial position. He proposed the city purchase these coolers using USDA Revolving Loan Funds ($43,000). City would retain ownership of these coolers. Stroemer would have the option to purchase the coolers if his business improved. Also included in proposal was to provide TIF assistance ($1500) to help market the store to residents in the 62312 area code by mailing door to door flyers advertising the importance of shopping local with emphasis on Stroemer Foods. Terry Beard asked what the tax figures were from Stroemer Foods. Mayor Rennecker said sales tax around $22,000-$23,000 plus real estate taxes. Debbie Harshman asked if he had gotten back on the coolers that he needs and Bruce Kendall asked what his comments were on their suggestions. Mayor Rennecker said he had not gotten back with him and that he was interested in suggestions. Steve Schultz stated that we need to use the revolving loan money before it is no longer available for use. Steve made a motion to proceed with recommendations from Committee as a Whole based on the minutes. Mayor Rennecker stated we need to authorize now and get information from him. Debbie Harshman seconded Steve's motion. Roll call taken:

Debbie Harshman made a motion to go into executive session at 7:45 p.m. Council returned from executive session at 8:06 p.m. Melvin Gilbert asked council if they had any objections of him working to Friday, council did not have problem with him working until Friday.
Steve Schultz made a motion to adjourn and Bob Dieker seconded the motion. Meeting was adjourned at 8:07 p.m.
