Godfrey disaster agency discusses change of staff
The village of Godfrey Emergency Services and Disaster Agency met March 21 to discuss change of staff.

AGENDA 1. Roll Call: present were Chris Sichra, Laura Dixon, and Chief Kambarian forming a quorum. William Catalano and Lt Goeken were absent.

5. Old Business:
A. Discussion/update regarding the 911 flyers.
The flyers were approved by the MadCo ETSB 911 board and have been printed, labeled and were mailed out by Feb 9th a week earlier than expected. Chris will print out some generic flyers to hand out at various village events.
B. A code red sign up drive was set up for Jan 31st, Chris coordinated the drive to coincide with the Illinois Secretary of state’s mobile driver’s license Facility visit, we had a good turnout with the visit especially due to the influx of seniors visiting the tax assessor’s office with their yellow cards.
C. The Godfrey Fire Protection District successfully conducted an acquired structure training burn on Saturday January 28th with lots of positive social media and local media coverage & feedback for Godfrey. They may potentially have another house on West Delmar to be donated for another live burn. The Chief indicated that the structure is brick so after the building has completely burned they may need some assistance from public works (with a backhoe) to knock down a couple areas where the bricks might remain standing.
6. New Business:
A. A Discussion as held regarding planning and ideas for our next annual disaster Exercise. The Fire Chief will be holding some shift HazMat training, the village could assist with simulated resources during the exercises which could be enough to satisfy our annual training and exercise needs.
B. A. Hi-Way House Update: Attorney Tom Long has requested various village parties coordinate to conduct a task force type comprehensive inspection be conducted of the premises for legal preparation of the demolition process. Several inspectors (electrical, plumbing, structural, etc.) the Fire Chief, the Building & Zoning Director and the Public Safety Administrator (to provide photo documentation) were originally scheduled to conduct a thorough review of the property on Feb 22, 2017 but the owner Mr. Singh has decided to refuse any further access to the inspection team, the property owner is supposed to be in court Friday Feb 24th. Another date for the inspection team has been given and will be held on Wednesday, March 15th. All the members on the Task Force will be instructed to meet at village hall, in the conference room on March 15th prior to the inspection for a briefing to go over specific instructions. It should also be noted there appears to be some kind of unknown excavation activity occurring on the property but that no permits have been issued for the work. Chris has set up a placarding system so that each photo taken during the inspection will have basic info so that it can be easily identified by building, room and inspection issue in each photograph (“electrical, plumbing, structural, fire code or Misc.”) in case an inspector is called for testimony. “Time-stamping” of each photo will be provided on the tablet used to take the pictures.
C. A discussion was held regarding the change of staff within the Madison County Emergency Management Agency, Larry Ringering has stepped down and a new Director (Todd Fulton) was appointed at the County board meeting on Feb 15th. A majority of Director Fulton’s background is in Law enforcement, having been a retired US Secret Service Agent (20 years), A University City Police officer and a brief period where he was the Public Safety Director for East St Louis, IL.
D. A discussion was held about recent public confusion regarding the Godfrey burn ordinance. The Chief would like to see the village consider the possibility of simplifying the burn ordinance language, or launching a public awareness campaign, The Chief would also like to see better coordination between the village, the Fire dept. and the sheriff’s dept. on citing violations. We will discuss it at the next public safety meeting on March 6th.
