Here is the minutes provided by the Council:

Call to Order: A special meeting of the Greenville City Council was called to order on Thursday, April 27, 2017 at 7:02 p.m. by Mayor Alan Gaffner.

Roll Call: Mayor Alan Gaffner, Councilman Adam, Councilman John Gillard, Councilman Mike Heath, and Councilman Kyle Littlefield.

Also Present: City Manager Dave Willey and City Clerk Sue Ann Nelson.

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) Approval of Unpaid Bills

5) Funding Request from Bond County Independence Day Festival Association

6) Fiscal Year 2018 Budget

7) Appointments to Boards or Commissions

8) Executive Session: Purchase of Real Estate, Section 2(c)(5);

Sale of Real Estate, Section 2(c)(6);

Personnel, Section 2(c)(1);

Litigation, Section 2(c)(11)

of the Open Meetings Act

Public Comment: With no comments being expressed, public input was closed.

Approval of Unpaid Bills: Payables for fiscal year 2017 expenses totaling $306,676.67 have been submitted for approval and payment. Motion by Gillard, seconded by Heath, to approve payables totaling $306,676.67.

Ayes: Gillard, Heath, Adam, Littlefield, Gaffner

Nays: None

Motion carried.

Fireworks Funding Request: Request received from the Bond County Independence Day Festival for funding from the Tourism fund in the amount of $5,000 for this year’s fireworks production to be held on July 1 and 2, 2017 on the square in downtown Greenville in conjunction with the Bond County Bicentennial celebration. Motion by Gillard, seconded by Littlefield, to approve Tourism funds of $5,000 to Bond County Independence Day Festival for fireworks display July 1 and 2 in conjunction with Bicentennial Celebration.

Ayes: Gillard, Littlefield, Adam, Heath, Gaffner

Nays: None

Motion carried.

Fiscal Year 2018 Budget: Staff presented the council with a revised fiscal year 2018 budget, with a slight surplus of $5,198 in the general fund. The total budget reflects a deficit of $2,829,374, primarily due to a sizeable deficit in the water fund for water plant design engineering placeholder. The sewer fund reflects a budget surplus. In total the budget has expenditures of $20.9 million.

Within the general fund $319,466 is budgeted for street and infrastructure projects. Council revisited the four infrastructure options presented at the last council meeting. Discussion ensued focusing on two options which included Option A to finish rebuild of South Street, and portions of Butternut and Killarney; and Option B to install storm sewer curb and gutter and sidewalk along Beaumont between Asbury and Casey’s. Both options include the alley between College and Oak, and Harris from Third to Fourth. Motion by Heath, seconded by Gaffner, to approve fiscal year 2018 budget as presented and proceed with infrastructure projects included as a budgeted line item as follows:

South St from Elm to Charles; Rebuild and add curb and gutter

Alley between College and Oak; Asphalt Overlay following sewer line work

Harris from Third to Fourth; Asphalt Overlay

Oak St from First to Prairie; Asphalt Overlay

Butternut from Ash to Killarney; Asphalt Overlay

Killarney from Maple to Chestnut; Asphalt Overlay

Ayes: Heath, Gaffner, Adam, Littlefield

Nays: Gillard

Motion passed 4-1.

Recess to Executive Session and: At 7:37 p.m., moved by Gillard, seconded by Adam, to recess to executive session for Purchase of Real Estate, Section 2 (c) (5); Sale of

Adjournment: Real Estate, Section 2 (c) (6); Pending Litigation, Section 2 (c) (11); Personnel, Section 2 (c) (1-2) of the Open Meetings Act. The meeting was adjourned at 8:16 p.m. at the close of the executive session.
