Analysis: West-central Illinois fire, police pension funds paid $43 million, lost $1.8 million on investments in 2016

West-central Illinois’ 43 police and fire pension funds paid out a total of $43,041,315 in benefits to 1,050 retirees and inactive recipients in 2016 while losing $1,864,002 on their investments, according to a Western Central Reporter analysis of the funds' mandated financial filings with the Illinois Department of Insurance.

The Reporter analyzed financials reported by firefighter and police funds across western central Illinois, including Canton, Centralia, East Peoria, Pekin and Quincy. Collectively, the 43 funds hold approximately $455 million in assets and paid out $46.40 million more in 2016 than they earned, including $1,496,848 million in fees to investment advisers, according to the filings.

$31 million from West-central Illinois property taxpayers

West-central Illinois property taxpayers made up most of the difference, subsidizing the funds last year to the tune of $31,032,275.

Quincy property taxpayers paid the most to pension funds, at $4.69 million in 2016. The city’s funds lost a total of $1,134,728, spending $204,707 on investment adviser fees. 

Pekin property taxpayers contributed $3.95 million to their city’s funds, followed by Franklin Park ($3,583,425) and East Peoria ($2,985,736).

Twenty-one of the 43 funds lost money in 2016, when the S&P 500 returned 12 percent.

Quincy’s police officers’ fund lost $1.41 million on $33.23 million in assets (-4.26 percent) and paid out $3.05 million in benefits.

Jacksonville’s police officers’ fund lost $409,648 on $15.76 million in assets (-2.58 percent) and paid out $1.60 million in benefits.

Pekin’s police officers’ fund lost $369,840 on $28.98 million in assets (-1.28 percent) and paid out $2.37 million in benefits.
