Jacksonville City Council met October 10.

Here is the minutes provided by the Council:

Mayor Andy Ezard in the Council Chamber called the Jacksonville City Council Meeting to order at 6:44 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

Roll Call: The following answered present: Aldermen Don Cook, Jeff Hopkins, Lori Large Oldenettel, Marcy Patterson, Aaron Scott, Bill Scott, Mike Wankel, Steve Warmowski; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting were Aldermen Travis Richardson and Tony Williams. A quorum was declared.

Minutes: Motion was made by Hopkins, seconded by Wankel, to approve the September 11, 2017 Minutes as presented in advance. By voice vote, motion carried.

Petitions: No discussion.

Communications: CC Bradshaw advised he has three communications to discuss. **These requests were approved.

♦ Marineth Sierra, Illinois College (IC) Student Senate Special Events Chair, is seeking permission to use the Downtown Square to host a Fall event consisting of games, face painting, a photo booth, and performances by IC students on Friday, November 10th at 6:30 p.m. This event would be open to surrounding businesses to sell their goods, and intentions are to invite PAWS to participate by having an enclosed space for people to play with the dogs for a $1 charge with fees being donated back to PAWS. This request is on hold pending approval by Supt. Terry Chumley and confirmation of the date/time as the college may wish to amend the date/time so the event can take place during the day.

♦ Kristin Jamison and the residents in the area of Mound Avenue, Pitner Place and City Place are requesting permission to hold their 3rd annual block party on Sunday, October 22, 2017 from 12:00 p.m. to 6:00 p.m., closing Mound Avenue between Pitner Place and City Place.

♦ Sue Brosmith and the residents on Finley Street are requesting permission to hold their 27th annual block party on Sunday, October 22, 2017 from 3:00 p.m. to 10:00 p.m., closing Finley Street from State Street to Lafayette Avenue.

Claims: Motion was made by Cook, seconded by B. Scott, to pay claims when funds are available. By voice vote, motion carried.

Mayor’s Report:

1. Appointment of Guy Crumley to the Jacksonville Commission Disabilities and Human Relations Commission, term expires October 30, 2020.

2. Appointment of Alan Bradish to the Jacksonville Commission on Disabilities and Human Relations Commission, term expires October 30, 2018.

3. Reappointment of Liliana Costa and Charles Walker to the Jacksonville Commission on Disabilities and Human Relations Commission, terms expire October 30, 2020.

Motion was made by B. Scott, seconded by Oldenettel, to accept the Mayor’s appointments and reappointments. By voice vote, motion carried.

4. Reappointment of Craig Albers, Forrest Keaton and Elizabeth Kennedy to the Jacksonville Public Library Board of Trustees. Motion was made by Warmowski, seconded by Wankel, to accept the Mayor’s reappointments. By voice vote, motion carried.

City Attorney’s Report:

1. Second reading of an ordinance amending the Jacksonville Municipal Code, Chapter 13 Garbage and Refuse, Section 13-6, Declaration of accumulations as nuisance; abatement procedure. Motion was made by Oldenettel, seconded by Hopkins, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2017-O-031 Be it ordained, by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance Amending The Jacksonville Municipal Code, Chapter 13 Garbage And Refuse, Article I. In General, Section 13-6, Declaration Of Accumulations As Nuisance; Abatement Procedure ($200.00 per hour plus administrative fee of $15.00 per hour), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Roll Call: 8 Yeas; 0 Nays; 2 Absent (Richardson, Williams) Motion carried 8-0-2.

2. First reading of an ordinance vacating a portion of an unnamed alley located behind the West Morgan Depot. Motion was made by Patterson, seconded by A. Scott, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2017-O-033 Be it ordained, by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance Vacating A Portion Of An Unnamed Alley Located Behind 213-215 West Morgan, is hereby approved.

Mayor Ezard asked for discussion. Ald. B. Scott will be voting against this ordinance on first reading because he is unclear as to what portions of the alley will be vacated. He will make a decision on how to vote on second reading after he has had time to look into the matter. Ald. Oldenettel concurs.

Roll Call: 5 Yeas; 3 Nays (Oldenettel, B. Scott, Warmowski); 2 Absent (Richardson, Williams) Motion carried 5-3-2.

Public Comment: No discussion.

Mayor Ezard advised that there are several positions available on various Boards and Commissions and he is always in need of good people to serve on these Boards. Anyone interested in filling a position is encouraged to contact him or his assistant Karla Stice.

Consent Agenda: (Items addressed under the Consent Agenda are routine or are brought forward at the direction of the Council and are enacted with one motion. If discussions were desired, that item would be removed from the Consent Agenda and considered separately under the Committee Reports.)

2. First reading of an ordinance amending the Jacksonville Zoning Map for property located at 2170 East Morton Avenue from R-2 to PA with Special Use. Motion was made by B. Scott, seconded by Hopkins, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2017-O-034 Be it ordained, by the City Council of the City of Jacksonville, Morgan County,

Illinois, that an Ordinance Amending The Jacksonville Zoning Map For Property Located At 2170 East Morton Avenue From R-2 (One Family Dwelling District) to PA (Public Activity District) With Special Use, is hereby approved.

Mayor Ezard asked for discussion. Ald. Wankel and Ald. Patterson will be voting in favor of this petition, but would like to review a copy of the plans when available, prior to the second reading of the ordinance if possible. General discussion ensued regarding the location of the structure, and ensuring the tower does not interfere with other communication towers. CA Beard clarified that the Special Use classification covers the utility substation under the PA zoning district.

Roll Call: 7 Yeas; 1 Nay (Oldenettel); 2 Absent (Richardson, Williams)

Motion carried 7-1-2.
