Quincy City Council met Nov. 13.

Here is the agenda provided by the Council:

PETITIONS

Ward 2 By Bayview Building Supply, 630 N. 2nd, requesting to close 2nd Street from Oak to College on November 18th from 6:00 a.m. to 6:00 p.m. for an auction.

Ward 2, 3, 4, 7 By the Great River Road Harley & River HOG Chapter requesting permission to hold the 2017 Salvation Army Toy Run on November 18th beginning at 1:00 p.m. This will start at 52nd & Oak Street, west to 48th St., south to Broadway, west on Broadway to 5th, south to Vermont Street, west on Vermont to the Kroc Center parking lot.

By Quincy University/Mart Heinen Booster Club requesting to conduct a raffle and have the bond requirement waived November 30th through January 28, 2018. The City Clerk recommends approval of the permit.

All Wards A revocable permit application for encroachment of City right-of-way by the Quincy Federation of Teachers Local 809 requesting permission to picket and place warming tents and portable propane heaters on City right-of-way near Quincy School District properties throughout Quincy beginning on November 20th. The Utilities and Engineering Director presents this request subject to five conditions.

All Wards A revocable permit application for encroachment of City right-of-way by American Business Women’s Association requesting permission to place signs advertising their Vendor show on city right-of-way at various locations throughout Quincy on November 18th. The Utilities and Engineering Director presents this request subject to three conditions.

Ward 6 By Robert Hintz, H & M Company Inc., requesting consideration for a special permit for a planned development for automobile service use and package liquor sales on property at 1705 Harrison presently zoned C1B.

Ward 3 By the Valley of Peace Cemetery Association requesting consideration for a subdivision to be known as North 30th Estates Subdivision under the “small tracts” provision, of property located north and south of the Valley of Peace Cemetery presently zoned R1A.

RESOLUTIONS

Administrative Services Director recommending approval of the proposal from Postal Source, Davenport, IA, for a Model IN710 mailing system in the total lease amount of $18,417.

Utilities and Engineering Director and Central Services Committee recommending approval of the proposal from Weaver Consultants Group, Collinsville, IL, in the amount of $8,956 for landfill consulting services for Municipal Landfill #4.

Utilities and Engineering Director and Central Services Committee recommending approval of the low bid from Kinney Contractors Inc., Raymond, IL, in the amount of $199,956 for the 2017 Motor Fuel Tax Maintenance Concrete Patching and Crack Sealing Program subject to approval by the Illinois Department of Transportation.

Utilities and Engineering Director and Utilities Committee recommending approval of the low bid from Insituform, LLC, Chesterfield, MO in the amount of $112,070 for the Sewer Lining Project.

Utilities and Engineering Director and Utilities Committee recommending approval of the quote from Midwest Meter Inc. of Edinburg, IL, in the amount of $6,425 to purchase one 4” x 2” fire service water meter.

Utilities and Engineering Director and Central Services Committee recommending approval of the quote from Trueline Fire and Safety Supply of Jacksonville, IL, in the amount of $4,866 for traffic control equipment.

Utilities and Engineering Director and Utilities Committee recommending approval of the low quote from Michelmann Steel Construction Co. in the amount of $7,232 for replacement of a hazardous staircase at the Water Treatment Plant.

Utilities and Engineering Director and Utilities Committee recommending approval of the invoice from Richards Electric in the amount of $7,357.42 for the emergency repairs of a submersible waste pump at the South Quincy Lift Station.

Utilities and Engineering Director and Utilities Committee recommending the invoice from Richards Electric in the amount of $5,761.89 for immediate replacement of motor controls for the Low Service Pump #2 at the Water Treatment Plant.

Chief of Police and Police Aldermanic Committee recommending approval to purchase of one Dodge Grand Caravan from Wright Automotive, Hillsboro, Illinois in the amount of $23,186.

Aeronautics Committee and Airport Director recommending approval of the quote from Alarm Systems in the amount of $6,994.20 for security cameras at Quincy Regional Airport.

Airport Director recommending approval of the quote from Ace American Insurance Co., Scranton, PA, in the amount of $7,144 for liability insurance on the fuel storage tanks at the Quincy Regional Airport.
