Jacksonville Plan Commission met Feb. 7.

Here is the minutes provided by the Commission:

Vice-Chair Michael Oldenettel, assuming the Chair position in the absence of a Chairman, called the monthly meeting of the Jacksonville Plan Commission to order at 6:00 p.m. in the City Council Chambers. The agenda and petition were published with the local media and by posting at the Municipal Building as required by the Zoning Ordinance.

ROLL CALL: Answering present: Michael Oldenettel – Vice Chair, Aaron Scott – Representing Bill Scott in his absence, John Heyer, Casey Collins, Brad Cors, Brad Besson, Kerris Osborn; City Attorney Dan Beard; City Clerk Skip Bradshaw; Community Development Director Kelly Hall. Absent from the meeting was member Bill Scott. A quorum was declared.

MINUTES: Motion was made by Heyer, seconded by Cors, to approve the December 6, 2017 Minutes as presented in advance. By voice vote, motion carried.

CA Beard advised that a motion is needed to elect a Chairman and a Vice-Chairman of the Jacksonville Plan Commission. Motion was made by Collins, seconded by Cors, to elect Michael Oldenettel as Chairman and Brad Besson as Vice-Chairman of the Board. By voice vote, motion carried.

Motion was made by Collins, seconded by Oldenettel, to elect John Heyer as Secretary of the Board. By voice vote, motion carried.

CC Bradshaw read Item #3 on the agenda. Review petition to rezone property at 1118-1124 W. Walnut Street from B-1 to B-3, with the intent of property owner, Scott Hungerford, to use for administrative offices and bus parking for West Central Mass Transit District. In the absence of the petitioner, CDD Kelly Hall spoke on behalf of Mr. Hungerford. CDD Hall explained that this request is to bring a small section of land in the middle of this property and within their property lines into the proper zoning classification to allow West Central to proceed with expanding the bus storage garage and administrative offices. CA Beard explained that the Plan Commission has approved these types of requests in the past in the absence of the petitioner when there are no objections presented. Any objections after the Plan Commission has approved a request may be brought before the Council for their consideration.

Chair Oldenettel asked for further discussion, or if there was anyone in attendance to speak in favor of, or opposition to, this request and there were none.

Motion was made by Heyer, seconded by Collins, to approve this request.

ROLL CALL: 7 Yeas; 0 Nays; 1 Absent (B. Scott) Motion carried 7-0-1.

CC Bradshaw read Item #4 on the agenda. Review petition to rezone property at 1225 Mound Ave from R-1 to B-1 with Special Use, with the intent of property owner, Illinois College, to use for office space with one room for sleeping. CC Bradshaw swore in Al Dillow to represent this petition. Mr. Dillow explained that the house was given to Illinois College as a gift. It was determined that the best use for that space would be administrative offices and possible sleeping quarters for visiting professors and guests of the college. Ms. Collins asked if a B-1 with Special Use zoning classification is an appropriate classification to cover the use/intent of the college since their other buildings are zoned Public. CDD Hall feels it would be best to rezone this building as Public to be in line with the rest of the their buildings, but in order to do so, the college would need to amend and resubmit their petition. General discussion ensued, and at the end of discussion it was decided to amend and resubmit the petition with a Public zoning classification to be read at the March 7, 2018 meeting.

ADJOURNMENT: With no further discussion motion was made by Heyer, seconded by Besson, to adjourn the meeting at 6:15 p.m.
