Jacksonville Finance Committee met Jan. 22.

Here is the minutes provided by the Committee:

The Finance Committee meeting was called to order at 5:15 p.m. in the Mayor’s Conference Room of the Municipal Building by Chairman Don Cook. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following were present: Aldermen Don Cook – Chair, Travis Richardson, Mike Wankel, Tony Williams; Mayor Andy Ezard; City Clerk Skip Bradshaw. Absent from the meeting were City Attorney Dan Beard; Alderman Aaron Scott. Also in attendance were Aldermen Lori Large Oldenettel, Marcy Patterson, Steve Warmowski. A quorum was declared.

Purpose of the meeting was to discuss the 2018 Appropriations Budget.

Discuss the 2018 Appropriations Budget CC Bradshaw pointed out amendments recently made to the proposed budget as follows:

♦ Senior Citizen Bus Program – 01.090.440109 – Amended to $25,000.00

♦ Recycling Contract – 01.150.440115 – Amended to $83,308.00

♦ Transfer to Capital Improvement – 01.999.490517 – Amended to $796,505.00

♦ Engineer/Inspection (Pool Study) – 17.617.480141 – Amended to $60,000.00

♦ Transfer to Drug Enforcement – 17.617.480150 – Amended to $0.00

New/amended hard copies of the budget will be forwarded to each Alderman. CC Bradshaw reminded the Committee that the Appropriations Budget is the Operating Budget plus 10%. The Appropriations Budget will be passed under first reading of the ordinance, then the passing of the Operating Budget will be done in conjunction with the second reading of the Appropriations ordinance.

Ald. Oldenettel asked why there was an increase of $200,000.00 to Capital Improvement/Public Improvement/Building Projects. CC Bradshaw explained that the budgeted amount of $300,000.00 includes the annual transfer of $100,000.00 to the City Building Fund for future land and building purchases, and the remaining $200,000.00 comes from video gaming revenue that will be used for the bike/pedestrian path around Lake Jacksonville as was recommended at a recent Parks & Lakes Committee meeting. General discussion ensued regarding the use of video gaming revenue for various projects.

CC Bradshaw advised that the Capital Improvement Budget that was sent out today is the most recent, updated version and includes the pool study.

PUBLIC COMMENT: No discussion.

ADJOURNMENT: With no further discussion Chair Cook adjourned the meeting at 5:29 p.m.
