City of Dallas City Council met January 10.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on January 10, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Esther Newberry, Harold Northup Jr., and Greg Olson. Lila Gittings was absent.

Others attending the meeting were Anne Thompson, Peggy Newberry, Gary Smith, Chris Classen, and Eric Icenogle.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the December 27, 2017, meeting. Newberry, Olson, and Six Aye. Gittings Absent. Northup Abstain.

A motion was made by Olson, and 2nd by Northup to pay bills. Newberry, Northup, and Olson Aye. Gittings Absent.

Peggy Newberry asked if there was anything that could be done about a vehicle that has been making a lot of excessive noise during the early morning hours. The police chief will look into this.

Anne Thompson suggested that the police chief check the security camera at the boat docks because she has heard that the same vehicle has been seen at the boat dock area recently making excessive noise.

Chris Classen reported that the pump had to be pulled out of the lift station on Chestnut Street and cleaned out. He also informed the council that there appears to be a water leak somewhere in town, but that he has not been able to find it yet. He will continue to look for it and repair it.

Police Chief Gary Smith gave his report for the month of December 2017. One of the police officer candidates is going to be taking his Power Test this month, and the other one will be completing his Weapon Training in March. Police Chief Smith has completed his NARCAN training. He reported that 13 non-highway vehicles were registered on December 30.

After Police Chief Smith completes his Transition Course in March, he would like to make some changes to the City Hall/Police Department building so that he can have a larger office for increased work space to accommodate the growing police department.

Commissioner Newberry has received a letter from a water customer who had a water leak and wants to know why she wasn't notified by the city. The city attorney informed the council that it is not the city's responsibility to notify a property owner when there appears to be a water leak.

The city engineer has notified Mayor Six that there has already been 6 contractors contact him and request bid packages for the upcoming sewer project.

Mayor Six read “Thank You” cards that the city has received for their recent Christmas donations.

Commissioner Newberry reported that there are some water shut off valves that need to be fixed when the weather gets better.

Discussed charging water customers the reconnect fee when their water service can't be shut off due to the shut off valve being broke.

Discussed the old police station building. Max Faul is going to fix the wiring so that the lights and garage door opener will work.

Discussed replacing the lights at the boat dock area that are not working. It was decided to get these lights fixed.

Discussed replacing the garbage cans around town.

Discussed having another sign up this spring for the non-highway utility vehicles/golf carts. In the meantime, if someone wants to register a non-highway utility vehicle/golf cart, they need to contact Police Chief Smith to set up an appointment.

A motion was made by Northup, and 2nd by Newberry to get a credit card for the police department. Newberry, Northup, and Olson Aye. Gittings Absent.

Discussed a requirement of the State of Illinois that all municipalities must adopt an ordinance establishing a policy prohibiting sexual harassment. A motion was made by Newberry, and 2nd by Olson to pass Ordinance #640, An Ordinance Adopting A Policy Prohibiting Sexual Harassment For The City of Dallas City. Newberry, Northup, and Olson Aye. Gittings Absent.

Discussed adding the new boat docks to the city's insurance policy for physical damage coverage. The cost for $40,000 of coverage is $197 for the year. A motion was made by Northup, and 2nd by Olson to add physical damage coverage to the city's insurance policy for the boat docks that were purchased in 2017. Newberry, Northup, and Olson Aye. Gittings Absent.

The 2018 Motor Fuel Tax Letting was held on January 4, 2018. W.L. Miller Company submitted the only bid for $17,200.00 to do the proposed street work. Gray Quarries Inc. submitted the only bid of $82.50 per ton for bituminous material (patch). A motion was made by Newberry, and 2nd by Olson to accept the bids from W.L. Miller Company and Gray Quarries Inc. Newberry, Northup, and Olson Aye. Gittings Absent.

A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. Newberry, Northup, and Olson Aye. Gittings Absent.

The meeting was adjourned at 6:15 p.m.
