Village of South Jacksonville Board of Trustees met February 1.

Here is the minutes provided by the Board:

2018 Boy Scouts Citizenship Day:

Mayor Jennings- Chris Waid

Clerk Megan Moore- Ethan Grable

Trustees;

Dick Samples- Colin Grable

Stacy Pinkerton- Paul Mellor

Call to Order:

Chris Waid - Mayor Jennings called the meeting to order at 7 p.m.

Pledge of Allegiance:

The Pledge of Allegiance was led by the Boy Scouts.

Roll Call:

Present: Village President Harry Jennings Village Clerk Megan Moore; Trustees: Greg Nelson, Dick Samples, John Gotschall, Stacy Pinkerton and Paula Belobrajdic-Stewart.

Also present: Lieutenant Tim Mann, Fire Chief David Hickox, and Village Attorney Rob Cross. Absent: John Green Superintendent of Public Works and Tiffanee Peters Treasurerl Office Mananger.

Approval of Agenda:

Boy Scout Chris Wait- Mayor Jennings asked for a motion to approve the agenda, Colin Grable-Dick Samples made a motion, Paul Mellor Stacy Pinkerton seconded, and the motion carried unanimously.

Motion carried.

Comments from the Floor:

None.

Clerk's Report:

1.Paul Mellow-Stacy Pinkerton made a motion to approve the Board of Trustees minutes of January 4, 2018, Colin Grable-Dick Samples seconded, and motion carried unanimously.

Motion carried.

Treasurer's Report:

Motion carried.

1. Mayor Jennings asked for a motion to approve the Treasurer's Report for December 2017; Paul MellorStacy Pinkerton moved, Coin Grable-Dick Sample seconded, and motion carried unanimously.

2. Chris Waid-Mayor Jennings ask for a motion to approve January Payables, Colin Grable-Dick Samples made a motion, Paul Mellor-Stacy Pinkerton seconded and the motion carried unanimously.

Motion carried.

Mayor's Report:

1.Presentation of Annual Reports- Mayor Jennings notes that the Board received this but there are two department heads that are out on vacation, if have any questions we can address them at the next meeting.

Paula Stewart and Stacy Pinkerton mention that they would like to have the Annual Report corrected to have Fire Chief David Hickox added to a page he was left off they believe it be under committees and his picture.

2.Building Permits- Chris Wait- Mayor Jennings notes there are none to report at this time.

3. Trustee Appointment; Mayor Jennings-Chris Waid asked for a motion to accept Trustee Steve Waltrip's resignation- Greg Nelson made a motion, Paul MellorStacy Pinkerton seconded followed by roll call (Yes); Colin Grable-Dick Samples, Jett Skaggs-John Gotschall, Paula Stewart, Greg Nelson and Paul Mellor-Stacy Pinkerton.

Committee Reports:

1.Chris Waid- Mayor Jennings asked for a motion to appoint Chris Nortor as Trustee, Greg Nelson made a motion, no one seconded. Chris Waid- Mayor Jennings asked if there is any committee reports, Stacy Pinkerton noted that for the Personnel committee they interviewed 4 individuals for the Street Department position and have chosen one.

Trustee Greg Nelson notes that for Public and Planning Facilities the committee talked about the Ordinances that are listed as action items this evening regarding stops signs on Magnolia by Loves Truck Stop, storm drain work on South East/Pennsylvania that is completed except for planting grass and dirt work etcetera in the spring and about the joint project with Jacksonville on Michigan Avenue overlay.

Police Chief Tim Mann gives a report for Public Protection which he gave the board a handout of their activity for the month of January. Chief Mann notes the department handled 1,706 calls for the month of January. Chief Mann also explained a couple stops and arrests that were made in the month.

Chief Mann also wanted the Board to be aware he will be having a full staff meeting that he wanted to make known to everyone in case they would like to attend on Wednesday February 7, 2018 at 6:00pm where he will also be recognizing the officers who were promoted last month, cake and punch will be provided. Chief Mann tells the board the Challenger that was approved to be sold, did sell for $15,000.00 on eBay to a gentleman from California.

Action Items:

1.Engagement of Services for Michigan Ave RoadworkHutchinson Engineering; Chris Waid-Harmy Jennings as for a motion to approve Paula Mellor-Stacy Pinkerton made a motion, Greg Nelson seconded followed by roll call (Yes)- Paula Stewart, Greg Nelson, Paula MellorStacy Pinkerton, Colin Grable and Jett Skaggs- John Gotschall. There we no dissenting votes. Amendment of Contact- Utilites and Maintenance; $2.00/hour across the board and remove the $.75 per per hour raise on year 3 and replace that with a 3% to match the other years mayor Jennings explains.

Motion carried.

2. Trustee Dick Samples notes he would like to take this back to committee and have a Special Meeting next week to hear from the Union/Representative on this topic. Trustee Pinkerton feels we should vote because she explains the union contract is up in three years and her vote is not going to change even if take back to committee. Trustee Nelson feels that he agrees with Dick Samples and thinks maybe we should bring back to committee, so John Green does not have to be the go between the Board and Union, therefore the Board can ask the Union any questions they have regarding this topic. Nelson feels it would be a proper procedure to speak with them on negotiations.

Mayor Jennings notes the board needs to have a Special Meeting any way to go over closed session minutes.

Mayor Jennings and the Board decided to have a Special Meeting February 13, 20018 at 6:30pm.

Chris Waid-Mayor Jennings asked for a motion to “table' this item Greg Nelson made a motion, Colin Grable-Dick Samples seconded followed by roll call (Yes)- Greg Nelson, Colin Grable-Dick Samples, Jett Skaggs-John Gotschall, and Paula Stewart. (No)- Paula Mellor-Stacy Pinkerton

Motion carried.

3. No Parking Ordinance- South Magnolia; Chris Waid Mayor Jennings asked for a motion to approve the signs Paul Mellor-Stacy Pinkerton made a motion, Colin Grable-Dick Samples seconded followed by Roll Call (Yes)- Jett Skaggs-John Gotschall, Paula Stewart, Greg Nelson, Paul Mellor-Stacy Pinkerton ad Colin GrableDick Sample. There were no dissenting votes.

Motion carried.

4. Approve Account Signatories; Chris Waid-Mayor Jennings asked for a motion to approve Trusees John Gotschall and Stacy Pinkerton as Signatories, Colin Grable-Dick Samples made a motion, Greg Nelson seconded, followed by roll call, (Yes) Greg Nelson, Paul Mellor- Stacy Pinkerton, Colin Grable-Dick Samples, Jett Skaggs-John Gotschall, and Paula Stewart. There were no dissenting votes.

Motion carried.

There being no further business for discussion,Jett Skaggs- John Gotschall made a motion to adjourn at 7:22 p.m., Colin Grable-Dick Samples seconded; and the motion carried unanimously.
