City of Jacksonville Parks & Lakes Committee met Feb. 15.

Here is the agenda provided by the Committee:

Purpose of the meeting was to discuss the following:

♦ Meet with Waters Edge Aquatic Design re Nichols Park Pool

♦ Discuss a water line for Jacksonville Bark Park

♦ Discuss Lake Jacksonville Rules

♦ Discuss status of Parks & Lakes Projects

Committee Members present were: Aldermen Marcy Patterson – Chairman, Travis Richardson, Steve Warmowski; Mayor Andy Ezard; City Clerk Skip Bradshaw. Absent from the meeting were members Jeff Hopkins, Lori Large Oldenettel; City Attorney Dan Beard. Also present were Recreational Facilities Director Kelly Hall; Lake Caretaker Brett Gilbreth; Parks Caretaker Adam Fletcher; and Community Development Administrative Assistant Cindy Thomas. A quorum was declared.

Discuss Lake Jacksonville Rules

In order to make the rules and regulations governing Lake Jacksonville enforceable, it was decided to incorporate Resolution 2016-R-036, a resolution amending fees and boating/camping regulations for the City of Jacksonville, into Ordinance 2015-O-014, an ordinance amending the Jacksonville Municipal Code, Chapter 20 Parks, Section 20-7. In addition, the following changes are being made to Ordinance 2015-O-014 and general discussion ensued throughout:

♦ Section III (7): Amendment of language to include “canoes and kayaks”

♦ Section III (8): New language regarding boat length – All boats limited to 26’ length – discussion ensued regarding damage caused by larger boats; regulation of boat stickers – fee and sticker color now dependent upon the horsepower of the boat, which helps to more quickly identify issues or errors

♦ Section IV (1): Amendment of language to include “or if after hours immediately the following morning” – Helps to ensure that overnight campers have checked in and paid their fees

♦ Section IV (8): Amendment of checkout time to “12:00 p.m.” – This applies to overnight campers

♦ Section IV (47): New language to state “No motor vehicles allowed on crimson and rocket trails, gas or electric – Adding this regulation will allow the department to issue citations to those violating the ordinance by riding 4-wheelers, etc. through the trails

Ald. Patterson asked if the City could refuse to allow campers back that pay their campsite fee for the year but never use it. It has been determined that as long as the campsite has been paid for and is maintained properly, no action will be taken and the lot remains theirs for the year. Several members would like to discuss this matter further at a later date. The ordinance will soon be presented to the Council for consideration and approval.

Discuss a water line for Jacksonville Bark Park The Park

Foundation now has the funding to install a water line at the Bark Park and would like to hire the Scott-Morgan-Green (SMG) Water Co-op to do the work. RFD Hall suggested that the Park Foundation contact an engineer to look into the matter before proceeding. Should the installation of the water line be approved, he would like to ensure that the line is large enough to handle any future demands from SMG, the CB Club and/or the Pony/Colt League, which may end up costing the City additional money. Ald. Patterson suggested that this issue be referred to the Committee-of-the-Whole for further discussion, and to gain insight on the project from City Attorney Dan Beard and Utility Department Superintendent Jack Cosner.

Meet with Waters Edge Aquatic Design re Nichols Park Pool

In order to prepare a fee structure on a feasibility study to determine whether or not to renovate or replace the Nichols Park Pool, the scope of work must first be established. Engineer Jeff Bartley, Waters Edge Aquatic Design, plans to spend some time at the pool and will be meeting with an architect to discuss the project. He discussed the process involved and talked about various things to consider. The engineering/feasibility study could cost between $10,000.00 and $20,000.00 to complete. Mr. Bartley and his team will conduct the study and will then present a conceptual proposal, with the possibility of doing the project in phases. The Committee provided Mr. Bartley with various ideas and options they would like included in the project plan and general discussion ensued. The feasibility study typically takes around three months to complete. Mr. Bartley will submit a project timeline to the Committee early next week.
