City of Jacksonville Historic Preservation Commission met April 5.
Here is the minutes as provided by the commission:
Attendees: Cindy Boehlke, Lauretta Scheller, Judy Tighe, Steve Hochstadt, Bill Scott, Ed
Killiam, Jim Stollard, Jon Austin
Meeting rescheduled from April 2, 2018. Minutes for the March meeting not available
for review. December minutes approved.
As listed on the agenda, Cindy approved the following COAs for new roofs: 1231 W.
College, 616 W. State, 1328 W. State, 238 Caldwell, and 511 S. Diamond. COAs
approved for siding and other work: 311 N. Prairie, 121 Westminster, 1605 Mound, 405
N. Church. The commission approves all COAs preauthorized.
We discussed the vinyl siding request for 118 Westminster and based on the cost of
painting the house that the homeowner provided and the cost of the siding, we
approved the COA for siding.
We discussed the idea of the city offering a grant fund to provide financial help with
appropriate and approved projects, similar to funds available in the past. Bill thought
the city might be willing to set aside $10,000 annually from the gambling receipts
received. A workable proposal would need to be outlined an s presented to the
commission before approaching the mayor and city aldermen. Bill, Judy and Lauretta
agreed to form a committee for proposed grant.
Cindy asked if we should be offering home repair improvement workshops to stimulate
interest in preservation. Home Depot or Bucheit might be interested in partnerships.
Cindy informed the commission this will be her last year to chair the commission, to end
in December. No one volunteered to chair the commission.
Judy informed us that Cody completed his draft for the National Register Nomination of
the downtown district and has forwarded it to the SHPO. In his research, he discovered
that the old post office was already on the register and may have been added in a bulk
group nomination by the federal government in the 1970s.
