City of Waverly City Council met January 2.

Here is the minutes provided by the Council:

The City Council of the City of Waverly, Illinois met in regular session on January 02, 2018 at 7:00 p.m. in the Council Chambers. City Clerk Jeff Jones was present. Treasurer Dave Copelin present.

Roll Call:

Mayor Scott Duewer called the meeting to order and roll call was answered by Council members: Shirley Aleguas, Jeff Baines, Shane Gray, Terry Campbell and Don Ruyle.

Comments From The Floor:

Minutes:

Motion by Alderman Gray Second by Alderman Ruyle to approve the meeting minutes from the December 05, 2017 meeting. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Campbell, Baines, Gray and Ruyle. Nays: None.

Reports:

Motion by Alderman Gray Second by Alderman Ruyle to approve the reports of the clerk, collector, bookkeeper, and treasurer. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell and Ruyle. Nays: None.

Bills:

Motion by Alderman Gray, Second by Alderwoman Aleguas to pay the December bills due in January. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell and Ruyle. Nays: None.

Municipal:

Adoption of Ordinance for Policy Prohibiting Sexual Harassment was discussed and approved. Motion by Alderman Campbell Seconded by Alderman Ruyle to adopt Ordinance for Policy Prohibiting Sexual Harassment. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Approval of the Resolution for Maintenance Under the Illinois Highway Code. Motion by Alderman Gray Seconded by Alderman Ruyle to Approve the Resolution for Maintenance Under the Illinois Highway Code.. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Streets And Alley:

Steve’s monthly report was reviewed with Andy Smith sitting in place of Steve.

Finance

Parks, Lakes, And Recreation

Police-

Discussion and Possible Approval of the Updated and completed Police Policy and Procedures. Motion by Alderman Campbell Seconded by Alderman Ruyle to approve Updated and completed Police Policy and Procedures. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Discussion regarding Grant another police vehicle Tabled to February for a 6:45 Special Meeting. Chief Bettis’ monthly police report was discussed.

Utilities-

Discussion and Possible Action for Home Owner Deposits for Service was tabled to the February meeting need to amend Ordinance. Need 12 months of good review then look to get deposit back. Motion by Alderwoman Aleguas Seconded by Alderman Ruyle to amend home owners deposit ordinance. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Baines, Gray, Campbell, and Ruyle. Nays: None.

Discussion and Possible Action about raising Sewer rates will be discussed in the February meeting.

Community Development:

Discussion of Paying Wes Koehler to be paid $400 annually for web page approved. Motion by Alderman Gray Second by Alderman Ruyle to approve paying Wes Koehler an annual fee of $400.00. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Zoning

Old Business:

Ordinances and working on Employee Handbook.

Executive Meeting:

Motion to enter into Executive Meeting by Alderman Campbell Seconded by Alderman Ruyle. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Motion to leave executive Meeting by Alderman Ruyle Seconded by Alderman Gray. Motion was approved by a roll call vote as follows: Ayes: Aleguas, Gray, Baines, Campbell, and Ruyle. Nays: None.

Adjourn:

Motion by Alderman Gray, second by Alderman Ruyle to adjourn the meeting. Motion to approve adjourning the meeting by roll call vote as follows: Ayes: Aleguas, Campbell, Baines, Gray, and Ruyle. Nays: None. Mayor Duewer adjourned the meeting at 7:38 p.m.
