City of Macomb Committee of the Whole met April 23.

The Committee of the Whole of the Macomb City Council met on Monday, April 23, 2018 at 5:15 p.m. in the City Council Chambers of City Hall at 232 East Jackson Street, Macomb, IL.
Mayor Mike Inman called the meeting to order.
Roll call was taken and the following were present: Mike Wayland, John Vigezzi, Mellie Gilbert, Tom Koch, Gayle Carper, Don Wynn and Dennis Moon. Others present: City Clerk Melanie Falk, City Administrator Dean Torreson and City Attorney Kristen Petrie. Also in attendance were PW Director Scott Coker, Police Chief Curt Barker and CDC Ray Heitner.
Public comment. None.
The first item on the agenda was a discussion on purchasing two vehicles for the Macomb Police Department. Police Chief Barker explained the money was allocated from the Police Protection Fund and had been previously approved. He would be purchasing a Ford Interceptor and Dodge Charger with all necessary equipment, for a cost of $58,500 less three trade in vehicles from the fleet, reducing the total price to $49,000.00.
There was no further discussion and Mayor Inman stated it would be placed on the agenda for final action at May 7th meeting.
The second item on the agenda was a discussion on mowing bids received for the 2018 mowing season. CDC Heitner explained there were two bids received; Sully’s $40/per hour and S&G $45/per hour. Sully’s Lawn Maintenance was the low bidder. He explained the city ordinance requires grass to be 6” or less within the city, Code Enforcement Officers monitor the conditions city wide. Once a property owner has been notified they’re given 5 days to comply, after non-compliance the contracted mowing company cuts the grass. Offenders can be placed on a two week repetitive list for mowing if they’re continually non-compliant. Typically charges are collected, uncollected properties have liens placed on them.
There was no further discussion and Mayor Inman stated it would be placed on the agenda for final action at May 7th meeting.
The third item on the agenda for discussion was on an ordinance to amend Sections 4-117 of Chapter 4 of the Municipal Code of Macomb, Illinois pertaining to the possession and consumption of alcohol on property belonging to the City of Macomb. City Attorney Petrie explained the amended version which covered her concerns. Information would be given to all campers upon arrival regarding alcohol possession.
There was a brief discussion on Spring Lake Management being named exclusive on the ordinance with no sunset. City Attorney Petrie explained that the ordinance referred to any management persons managing the Spring Lake. She stated she would modify accordingly to management/caretaker.
There was no further discussion and Mayor Inman stated it would be placed on the agenda for second reading and final action at May 7th meeting.
There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Moon to adjourn the meeting, all Aldermen voted “Aye” by Viva Voca vote, Mayor Inman declared the motion carried and they adjourned the meeting at 5:30 p.m.
