City of Dallas City Council met May 9.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on May 9, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, and Greg Olson. Harold Northup Jr. was absent.

Others attending the meeting were Anne Thompson, Tammie Huff, Rona Bradford, Donna Snyder, Doug Erickson, Gary Smith, and Chris Classen.

A motion was made by Gittings, and 2nd by Newberry to accept the minutes of the April 25, 2018, meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.

A motion was made by Olson, and 2nd by Newberry to pay bills. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Anne Thompson discussed a trailer that was destroyed by fire a few months ago. She also discussed some dogs that have been getting loose and getting out onto the highway.

Doug Erickson discussed the sewer project. He reported that a special meeting needs to be held regarding the loan agreement and the “Notice of Award” for the sewer project. It was decided to hold a special meeting for the purpose of adopting an ordinance to approve the loan agreement and issue the “Notice of Award” for the sewer project on May 14, 2018, at 3 p.m.

Mr. Erickson discussed a grant to extend the existing boat landing area. The cost to apply for this grant is $600. A motion was made by Gittings, and 2nd by Newberry to pay the $600 and apply for this grant. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Tammie Huff appeared regarding her car tires that were cut in September or October of 2017. She feels that nothing has been done by the police department since they found out who was responsible for doing it. The police chief does not feel that there was enough evidence to issue a ticket. She also has an issue with stakes being driven into what she thinks is her yard by her neighbor. The council informed her that this is not an issue that the city has any authority. The property would need to be surveyed.

Chris Classen discussed a sewer pump that needs to be repaired. It was decided to order the parts that are needed to repair the pump.

Police Chief Gary Smith reported on a school function that the county and state police also participated in. He also reported that he has issued 7 more permits for golf carts/ATV's.

Police Officer Skylar Bruenger has to take a course involving 16 hours of range shooting. Until he finishes this 16 hours of range shooting, he will not be allowed to carry a firearm, and therefore, he will not be able to work until he has completed this course.

Discussed closing the boat docks from 10 p.m. to 5 a.m. It was decided to post signs at the boat docks that state that the boat docks are closed from 10 p.m. to 5 a.m.

Discussed purchasing another breathalyzer at the cost of $554.99. A motion was made by Gittings, and 2nd by Olson to purchase a breathalyzer for $554.99. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Mayor Six discussed a phone call that he received regarding the old high school. He also reported that Max Faul is going to put in some electrical outlets at the boat docks.

Discussed purchasing an utility trailer to use to haul the mower. K & C Enterprises Sales & Service in La Harpe, Illinois, has a 2017 10' utility trailer for sale at the price of $1270. A motion was made by Olson, and 2nd by Newberry to purchase the 2017 10' utility trailer from K & C Enterprises Sales & Service for $1270. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Discussed storm sirens. A motion was made by Olson, and 2nd by Newberry to table the purchase of storm sirens. Gittings, Newberry, and Olson AYE. Northup ABSENT.

A motion was made by Olson, and 2nd by Newberry to enter executive session to discuss personnel. Gittings, Newberry, and Olson AYE. Northup ABSENT.

The meeting entered executive session at 6:12 p.m.

The meeting re-entered regular session at 6:26 p.m.

A motion was made by Newberry, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.

The meeting was adjourned at 6:30 p.m.
