West Prairie Community Unit School District 103 Board met May 17.

Here is the minutes provided by the Board:

The West Prairie School District #103 Board of Education met on May 17, 2018, at 7:00 p.m., in a regularly scheduled meeting at West Prairie Middle School. Board members present were: Scott Vogler, Matt Zimmerman, Lee Moore, Sherrie Weaver, Lisa Butterfield, Matt Mencel, and David Geltmacher. Members absent: none.

Pledge Of Allegiance:

The Board and audience stood and recited the Pledge of Allegiance to the Flag.

Students Of The Month:

Middle School Students of the Month selected by the West Prairie staff were: fifth grade, Chloe Winkler; sixth grade, Alle Bunnell; seventh grade, Grant Rauch; eighth grade, Bailey VanBrooker.

High School Students of the Month were: freshman, McLain Engnell; sophomore, Emma White; junior, Emily Richardson; co-seniors, Karlee Herman and Sam Blackledge.

Comments From The Public:

Jeff Morrell and Darren Wissled spoke to the board regarding IMPACT103 decisions. Chevonne Kennelly and Tanya Clark spoke to the board regarding the 2020 After Prom fundraiser.

Representatives from the City of Colchester Dawnna Wetzel and Catherine Louderman were acknowledged for the sidewalk/handicapped entrance in front of the South Elementary that was paid for using the City of Colchester TiF funds.

Consent Agenda:

Moore moved and Zimmerman seconded to approve the April 26, 2018 regular meeting minutes with corrections, the bills and activity accounts, and the adoption of the 2018 public school calendar. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Standing Reports:

Enrollment, Athletic, Administrative, and Community Engagement reports where provided to board members. Superintendent Kilver provided information regarding transportation, a proposed schedule for Committee of the Whole meetings, area enrollment, and a graphic of schools across the nation.

After Prom Parent Proposal:

The board discussed the parent proposal for the After Prom fundraiser. Discussion only.

Operation And Maintenance Plan On A Page:

Maintenance Director Shane Long reported on the maintenance department plan on a page. Discussion only.

Staff Handbook Reading:

The board discussed the non-certified hand book. Discussion only.

Review Of Proposed Athletic Season Passes And Officals Payment Schedule:

The board reviewed the proposed athletic season pass plan and the payment schedule for officials. Discussion only.

Review Of Student Self-Transportation Policy:

The board reviewed the student self-transportation policy. Discussion only.

Approval Of Credit Recovery Program:

Mencel moved and Zimmerman seconded to approve the Credit Recovery Program as presented. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: none. The motion carried.

Review Of High School And Middle School Curriculum:

The board reviewed a proposed revision of the high school and middle school curriculum. Discussion only.

Approval Of Resolution Appointing An Administrative Representative To The Board Of Control Of The Western Area Purchasing Cooperative:

Zimmerman moved and Geltmacher seconded to approve the resolution appointing Dr. Carol Kilver as an administrative representative to the Board of Control of the Western Area Purchasing Cooperative. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Approve The Tentative Amended School District Budget And Place On Display For 30 Days And Set The Public Hearing Date:

Moore moved and Butterfield seconded to approve the tentative amended 2017-2018 school district budget and place on display for 30 days and set the public hearing for 7:00 p.m. on June 28, 2018 at West Prairie Middle School. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Set A Public Hearing For A Transfer Of Funds:

Mencel moved and Weaver seconded to set a public hearing for the transfer of Tort funds to the Operations and Maintenance Fund for June 28, 2018, at West Prairie Middle School after the amended budget hearing.

Approve The Purchase Of Vehicles:

Weaver moved and Zimmerman seconded to approve the purchase of a van and two 71-passenger buses under a three year lease-to-own agreement as presented. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Approve The Board Social Date:

Mencel moved and Geltmacher seconded to approve June 3, 2018, at 5:30 p.m., at West Prairie South Elementary, as the date of the annual school board social gathering. President Vogler called for a voice vote. Those members voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Discussion Of Iasb Matters:

The board discussed IASB matters. Discussion only.

Executive Session:

Zimmerman moved and Weaver seconded to enter into executive session at 8:46 p.m. to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2 (c) (1).

Collective bargaining matters between the public body and its employees or their representative, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(1)

Security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property. 5 ILCS 120/2 (c) (8)

Return To Open Session:

Mencel moved and Weaver seconded to return to open session at 10:39 p.m. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Employment:

Weaver moved and Geltmacher seconded to employ Patti Clark as a 5th/6th WPMS Math teacher for the 2018-2019 school year pending all pre-employment requirements and background checks. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Moore moved and Zimmerman seconded to employ Andrew Krause as a WPMS Special Education teacher for the 2018-2019 school year pending all background checks and employment requirement. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Weaver moved and Butterfield seconded to hire Angela Salyers as a Credit Recovery supervisor (20 days/4 hours each day) at $27.00 per hour (contractual supervision rate). Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Leaves:

Zimmerman moved and Mencel seconded to approve the 12 week maternity leave of Meredith Gravina during the 2018-2019 school year (Tentative leave: August 31, 2018- November 26, 2018). Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Resignation/Retirement:

Weaver moved and Moore seconded to accept the resignation of Greg Duncan as the WPMS Boys Basketball Head Coach effective immediately. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Mencel moved and Geltmacher seconded to accept the retirement of Ryan Sullivan as the WPMS Boys Basketball Assistant Coach effective immediately. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Weaver moved and Butterfield seconded to accept the resignation of Dalton Deeter as the WPHS Boys Basketball Assistant Coach effective immediately. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Weaver moved and Mencel seconded to accept the resignation of Joanna Tilstra as the BWP Girls Softball Head Coach effective immediately. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Moore moved and Weaver seconded to accept the resignation of Dave Rogers as substitute bus driver effective May 1, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Transfer:

Mencel moved and Geltmacher seconded to approve the transfer of Erin Wiley (Kindergarten South) to the position of Title I teacher at the South Elementary for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. Abstain: Moore. The motion carried.

Zimmerman moved and Butterfield seconded to approve the transfer of Lindsey Tedrow (North 3rd grade) to the position of Title I teacher at North Elementary for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Weaver moved and Mencel seconded to approve the transfer of Danielle VanWinkle (5th/6th grade Math) to 7th/8th grade math for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried
