City of Dallas Center City Council met July 25.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on July 25, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Peggy Newberry, L.R. Newberry, Ryan Thompson, Doug Erickson, and Gary Smith.

A motion was made by Olson, and 2nd by Gittings to accept the minutes of the July 11, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

L.R. Newberry discussed the large number of cats that are running loose around town, especially in his neighborhood. The police chief will check with the county animal control officer about possibly setting out some live traps.

Peggy Newberry expressed a concern regarding a child that is riding a 4 wheeler on the city streets.

Doug Erickson reported that the sewer work on East Fourth Street went well. He has been informed that the cleaning and camering of the sewer lines that are going to be lined is going to start July 30, 2018. A pay progress meeting is scheduled to be held August 2, 2018.

Discussed the comments and responses of the representatives from the funding agencies that attended the Pittsfield Rural Reverse Funding Fair regarding possible funds to be used for the reconstruction of the city boat ramp.

Police Chief Gary Smith reported that former part-time officer Skylar Bruenger has reimbursed the city for his training and returned all of his uniforms and equipment. Chief Smith also reported that the police coverage for the upcoming celebration is scheduled.

Anne Thompson asked about the hearing on the property at 70 East Fifth Street. The city has not heard anything from the city attorney regarding this hearing. Mrs. Thompson also asked if the weeds and grass could be cut at Fifth and Oak Streets before the city celebration this weekend. The council has asked the city employee to address this before the weekend.

It was reported that water shut offs were done this week.

Discussed a couple of state programs that the city might be able to get some help from to tear down run down buildings.

Mayor Six reported that the Hancock County States Attorney has informed him that they are looking at a possible county wide trash pick-up.

Discussed a property owner that is in violation of the nuisance ordinance.

Discussed the city sponsoring the kids fishing tournament next year. The city's insurance will provide coverage for the city for this event.

Discussed doing some work on the city hall building and removing a center wall to open up the meeting room and making it larger.

Discussed building a garage behind the water salesman building.

Discussed a property owner that would like water service.

Dennis Smith has asked Mayor Six if the city would be interested in selling their used roller. The council decided not to sell it at this time.

The city's membership fee with the Western Illinois Regional Council for the 2018-2019 fiscal year is due. This year's membership fee is $567.00. A motion was made by Gittings, and 2nd by Newberry to pay $567.00 to the Western Illinois Regional Council for the 2018-2019 membership fee. Gittings, Newberry, Northup, and Olson AYE.

Discussed the city's ordinance fines. Police Chief Smith discussed the city's current ordinances and fines and what amendments he would like to see made to these. Also discussed what additional ordinances are needed for the city. The city attorney will be contacted regarding making these changes and the additional ordinances that are needed.

Discussed the fee for registering non-highway vehicles and possibly lowering this fee. This will be discussed more at the next meeting.

Discussed the city's phone and internet service. The city currently has their phone service with Frontier and internet service with Mediacom. Mediacom has been contacted about making a proposal for the city's phone and internet service. This will be discussed more at the next meeting.

Ryan Thompson asked if the city would consider asphalting East Fourth Street where the new sewer line was recently installed instead of oil and chipping it. Mayor Six will check to see how much extra it would cost to do this. He asked about the status of the property at 57 East Fourth Street. There is a court date set for this property owner.

A motion was made by Olson, and 2nd by Newberry to pass Ordinance #645, Cannabis and Drug Paraphernalia-Civil Law. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Northup, and 2nd by Newberry to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:53 p.m.
