City of Pittsfield City Council met July 17.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, July 17, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The purpose of the meeting was to transact any business legally brought before it.

The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen

Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart and Robert Wilson.

Absent: Aldermen Bill Scheiwe, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of June 2018.

Alderman Ritchart seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Brian Carch, tenant of the property located at 614 North Illinois Street, with permission from Pikeland Holdings, LLC, owners of the property, to construct a deck which is an addition to the front porch, which will leave a front yard of five and one-half feet (5 ½’) instead of the required twenty-five feet (25’).

Alderman Knight seconded the motion.

Alderman Lennon moved to approve Ordinance No. 1609, An Ordinance Providing for the Regulation of and Application for Small Wireless Facilities, on its first reading.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1609 (described above).

Alderman Knight moved to approve Ordinance No. 1609 (described above) on its second reading.

Alderman Ritchart moved to approve Ordinance No. 1610, An Ordinance Relating to the Annual Appropriation for the Fiscal Year of the City of Pittsfield, Pike County Illinois, Beginning May 1, 2018 and Ending April 30, 2019, on its first reading.

Alderman Wilson seconded the motion.

Alderman Knight moved to suspend the rules and have the second reading of Ordinance No. 1610 (described above).

Alderman Ketchum moved to approve the low bid from Diamond Construction Co. in the amount of $67,063.00 for oil and chipping the road at the lake. Work should begin the third week in August.

Alderman Ketchum moved to have the handicapped parking areas on the southwest corner of Washington and Madison and the southwest corner of Adams and Monroe painted, as was previously set in ordinance form.

Alderman Ketchum moved to allow Farmers State Bank to close the portion of the alley behind the bank on August 22 and August 23, 2018.

Alderman Knight seconded the motion.

Gas & Water Foreman Bruce McKee said hydrant flushing is done. Mayor Hayden said they need to discuss a few items in committee soon. Flushing needs to be done on a regular basis and is recommended two times per year.

Mayor Hayden announced the Missouri Department of Transportation has invited city and county officials and media to attend a tour of the work site of the new Champ Clark Bridge on Friday, August 3, 2018 from 9:30 a.m. to 11:00 a.m. Please RSVP to Megan Newman by July 26 so she can let them know how many plans to attend.

Mayor Hayden asked Alderman Knight and the Street and Alley Committee to list additional road work or other items to be completed with the remaining money left from tree harvesting at the lake. Cleaning stations still need to be purchased.

The TIF Joint Review Board met tonight at 4:30. Representatives from the Pike County Board, John Wood Community College and Newburg Township were in attendance.

Alderman Knight reported new signs detailing fish limits have been ordered for the lake. The four signs, which will be located at each dock, are 24” x 36” and should be in within the next ten days.

Max Middendorf, engineer with MECO Engineering, reported they are finalizing the submission package to IDOT for approval for Clarksville Road widening at Fayette Street.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

A cost estimate is needed by August 15, 2018, for a grant to fill in the ditch at King Park.
