City of Dallas City Council met Aug. 8.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on August 8, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doug Erickson, Chris Classen, Gary Smith, and Mariah Wallace.

A motion was made by Gittings, and 2nd by Newberry to accept the minutes of the July 25, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

Police Chief Gary Smith reported that all of the city's police officers have completed their mandatory annual firearms recertification, and they participated in a CAT tourniquet training on August 7. He requested that an exhaust fan be installed in the evidence room of the police station. A motion was made by Northup, and 2nd by Newberry to install an exhaust fan in the evidence room of the police station. Gittings, Newberry, Northup, and Olson AYE.

Doug Erickson reported on the sewer project. It appears that the pre-rehabilitation clean and CCTV work will be completed this week. The first Pay/Progress Meeting took place August 2, 2018. The contractor submitted a pay request in the amount of $66,446.15. Mr. Erickson also presented an invoice from Benton & Associates in the amount of $24,113.24 for the work that they have completed.

Both invoices will be sent to the IEPA so that the city can receive the funds to pay them.

Discussed the boat docks. Mr. Erickson reported that it appears that there are funds that could be available for this kind of project.

Discussed putting in a sidewalk along Elm Street from Fifth Street to Creamery Hill Road. There appears to be grant money available for this kind of project as well. Mr. Erickson is checking on this for the city.

Chris Classen reported that he has responded to a state request that two emergency discharge units be removed.

Discussed property owners that would like water service. These property owners would like to meet with Mayor Six and Mr. Classen to discuss this. They will try to meet with them next week.

Anne Thompson discussed a building in town that appears to need to be torn down and possibly starting the nuisance ordinance violation proceedings on it. The city attorney will check on this property.

The city attorney reported that the status for the property at 57 East Fourth Street has been set for August 30, 2018. The property owner has informed the attorney that he has a contractor hired to tear down the building. Status has been set for the property at 70 East Fifth Street for August 9, 2018. The property owner has informed the attorney that he has hired someone to take care of this property, but they are waiting to get a dumpster. If these property owners have not taken care of their property by their status date, the city attorney will continue to pursue the matters further.

Discussed a property that the city attorney has sent a letter to its owner regarding violation of the nuisance ordinance.

Discussed building a garage on the lot behind the water salesman to use for the police vehicles and police officer's cars when on duty. A motion was made by Northup, and 2nd by Olson to advertise for bids for building a 26' X 36' three stall garage. Gittings, Newberry, Northup, and Olson AYE.

Discussed a phone and internet proposal from Mediacom. The total monthly rate for phone and internet service is $495.55, plus approximately 13% for taxes and fees. There would also be a one-time installation/setup fee of $724.65. A motion was made by Northup, and 2nd by Newberry to switch phone service from Frontier to Mediacom. Gittings, Newberry, Northup, and Olson AYE.

Discussed new ordinances that the police chief has discussed with the city attorney. The city attorney is working one these and will try to have them ready next month.

Discussed where the property line is at the boat docks. The city attorney will check on this.

Discussed putting a sidewalk at the east side of the Dollar General store. Mayor Six will talk to the store manager to see if the company would agree to allow the city to put in a sidewalk so that pedestrians would have better access to the store.

A motion was made by Newberry, and 2nd by Olson to pass Ordinance #646 for the levy and assessment of taxes for the May 1, 2018, to April 30, 2019, fiscal year. Gittings, Newberry, Northup, and Olson AYE.

Discussed the sign at the boat docks regarding no unattended vehicles from 10 p.m. to 5 a.m. There was a concern regarding this since there are boaters and fishermen who do use the boat docks during these hours of the day. Police Chief Smith explained to the council that this sign does not apply to boaters and fishermen who have left their vehicle and trailer in the boat dock parking area during these hours.

Discussed the ditch along Leinbaugh Street. There appears to be a drainage problem, and the property owner next to the ditch would like the city to consider placing some kind of tile in the ditch and leveling it off with dirt so that it would be easier to mow. It was decided to have Chris Classen check to make sure that the water is not from a city water main.

A motion was made by Newberry, and 2nd by Northup to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:35 p.m.
