Macomb Community Unit School District 185 Board met July 16.

Here is the agenda provided by the Board:

Board President Jill Myers called the meeting to order in the C.T. Vivian Library at Macomb Jr./Sr. High School. Following the Pledge of Allegiance, roll was taken with the following members present: Gray, Adams, Torrance, Myers, and Thompson. Members Duncan and La Prad were absent.

Mr. Marshal Jordan, MHS English teacher, addressed the Board regarding a proposal for a fundraiser to help students raise money for the 2019 Scotland/England/Paris trip.

President Myers welcomed Board member Steve Gray, who was seated June 18. She requested that Board members review their committee assignments and let her know of any desired changes. Appointments will be announced at the August Board meeting.

Dr. Twomey introduced Charles Milem, new MHS Principal. Mr. Milem spoke to the Board about his goals for the school year, noting his initial efforts have been focused on relationship building with staff and faculty. Feedback from staff about things done well and things needing improvement served as the basis for the formation of several initiatives. Mr. Milem plans to restructure the late start PLC time and teams of teachers will work on innovating instruction, promoting arts and athletics, providing transitional programs for incoming freshmen, and building a sense of community throughout the school. In the second semester, the building leadership team will look to year two and work on developing values and vision for the high school, together with SMART goals. Mr. Milem emphasized the importance of community and students having a voice in the planning and initiatives. To that end, he plans to work with a student advisory team to develop ideas and get input.

Dr. Twomey provided updates on the following:

• Lincoln addition – construction is back on track. The outside of the building has been cleaned up and most areas will be ready for students and teachers.

• Edison addition – Kellee Sullivan has proposed using space at the back of the cafetorium for an intervention center instead of additional auditorium seating. The auditorium seating project has been completed and the entire area has been repainted. The addition will require installation of an elevator to comply with the ADA. The goal is to have final drawings soon and possibly be ready for bid in late fall.

• Middle School – Dr. Twomey traveled to Quincy to see new elementary buildings built for $13 - $14 million each. He looked at two construction options: precast (quickest method) and concrete block and brick. It is possible that in late fall/early winter, the Board may be able to review choices regarding new build vs. rehab, and the project could go out for bid by the end of the 2018-2019 school year.

• Transportation Service – there were a significant amount of transportation issues last year. Dr. Twomey met with WIU representatives for GoWest and the new regional manager for Durham and she seemed to understand the issues and offered solutions. Durham is aggressively recruiting drivers to fill the current shortage.

• The Board will hold public hearings in August for renewal of the non-resident tuition waiver and to apply for a waiver regarding drivers’ education fees.

• FOIA request: Illinois Retired Teachers Association for contact information for teachers who retired at the end of the 2017-2018 school year.

Member Adams moved, and member Torrance seconded, to approve the Consent Calendar as presented, which included the following items: Minutes from the June 18, 2018 public hearing regarding non-recurring transfer of funds; Minutes from the June 18, 2018 public hearing regarding sidewalk repair at Lincoln Elementary School; Minutes from the June 18, 2018 regular Board of Education meeting; Minutes from the July 12, 2018 special Board meeting; Treasurer’s Report; Investment Report; Monthly Board Report; Bills and Payroll; Financial Update on Life Safety Projects (.05 levy), Financial Update on Life Safety Projects (combined); Monthly Activity Account Reports; Monthly Food Service Report; State Funding Update; and, WCISEC Financials and Personnel. Members voting “yes”: Gray, Adams, Torrance, Myers, and Thompson. Members voting “no”: none. Motion carried.

Member Thompson moved, and member Torrance seconded, to approve and hold indefinitely the minutes from the closed meeting held during the June 18, 2018, regular meeting. Members voting “yes”: Gray, Adams, Torrance, Myers, and Thompson. Members voting “no”: none. Motion carried.

At 7:43 p.m., member Torrance moved, and member Thompson seconded, to hold a closed meeting for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, pursuant to 5 ILCS 120/2(c)(1), collective negotiating matters, pursuant to 5 ILCS 120/2(c)(2), the purchase or lease of real property, pursuant to 5 ILCS 120/2(c)(5), student discipline, pursuant to 5 ILCS 120/2(c)(9), and pending or imminent litigation, pursuant to 5 ILCS 120/2(c)(11), and for the biannual review of minutes and audio recordings from closed meetings, pursuant to 5 ILCS 120/2(c)(21) and 5 ILCS 120/2.06.
