City of Dallas City Council met August 22.

Here is the minutes as provided by the council:

The Dallas City City Council held its regular meeting on August 22, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, and Greg Olson. Harold Northup, Jr. was absent.

Others attending the meeting were Anne Thompson and Gary Smith.

A motion was made by Olson, and 2nd by Newberry to accept the minutes of the August 8, 2018, meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Anne Thompson asked if the owners of the building at 396 Oak Street have been contacted since it started to fall in. The city has put up barricades around the building. Mayor Six will contact the city attorney to see if there is anything that the city can do.

Discussed the work that is being planned to be done on the city hall/police station building.

Discussed dogs that have been running loose around town. The police chief has spoken to the owners of the dogs and given them a warning.

It was reported that water shut offs were done this week.

Discussed putting in a sidewalk along Elm Street from East Fifth Street to the grade school. The city engineer has checked on this and the “Safe Routes to School” sidewalk grant application is open from September 24 to November 19.

A resident that has filled sand bags from a few years ago has asked Mayor Six if the city would have any interest in some of them. The council decided to tell the resident that we would take them, and use the sand for various things.

Discussed a young lady that needs to perform 10 hours of community service work and has approached the city about possibly doing some work for the city.

The oil and chipping of the city streets that were scheduled to be done was completed last week.

Mayor Six has contacted Dollar General about putting in a sidewalk from Palm Street to the Dollar General Store so that there would be access to the store for pedestrians without walking along the highway. He left a message for the person that he needs to talk to, but no one has returned his call.

It was reported that work on the sewer project is scheduled to start back up next week.

Discussed payments that are due to Insituform Technologies and Western Illinois Regional Council for work on the sanitary sewer improvement project. A motion was made by Gittings, and 2nd by Newberry to authorize the mayor and city clerk to sign the required authorization letters for the payment of $7,359.75 to Western Illinois Regional Council for administration fees for the sanitary sewer improvement project and $66,446.15 to Insituform Technologies for Pay Estimate #1 of the sanitary sewer improvement project. These signed authorization letters will be sent to the State of Illinois, and the state will then issue the required funds to the city so that these two bills can be paid. Gittings, Newberry, and Olson AYE. Northup ABSENT.

A motion was made by Gittings, and 2nd by Newberry to adjourn the meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.

The meeting was adjourned at 5:37 p.m.
