Village of Franklin Board of Trustees met Sept. 7.

Here is the minutes provided by the Board:

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:00 pm on Tuesday, August 7, 2018 in the town hall. Trustees present were Jason Ford, Wyatt Smith, Josh Slaughterback and Nicole Fromme. Absent trustees were Jennifer Little and Tami Thompson.

The Treasurer's Reports for June and July were presented by Treasurer, Angie Gill. Jason Ford made a motion to accept the Treasurer's Report for June and July. Wyatt Smith seconded the motion. The voting was as follows: Nicole Fromme-yes, Jason Ford-yes, Wyatt Smith-yes and Josh Slaughterback-yes. The motion carried. Treasurer, Angie Gill also presented the Bills Paid and to be Paid for August. Josh Slaughterback made a motion to accept the Bills Paid and to be Paid for August. Jason Ford seconded the motion. The voting was as follows: Jason Ford-yes, Wyatt Smith-yes, Josh Slaughterback-yes and Nicole Fromme-yes. The motion carried. Mayor Paul Turpin informed the Board that Teresa Morris will help set up a more detailed report for the Village budget.

Jason Ford made a motion to approve all the meeting minutes presented from the month of July, including special meetings. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith-yes, Josh Slaughterback-yes, Nicole Fromme-yes and Jason Ford-yes. The motion carried.

Village utility supervisor, Andy Fairless, presented his report. Andy provided the Board with a quote for Lift Station 3 repairs. He expressed his concern for Lift Station 2 and the issues it has experienced recently. Andy discussed the status on training for new hire, James Brown. James will attend training on August 28, 29, and 30. Andy mentioned the Fire Department recently asked him to clean up the east side of the Village Hall and repaint the wall. Mayor Turpin said the Village will pay for the paint. Andy also reported complaints from Village members about a vehicle ordinance violation and updated the Board on a property that is currently being cleaned up. He also talked with Matt Keller from GRP, who is the lead on the new school addition. Matt requested the amount of gas be increased and is aware there will be fees involved. Lastly, he mentioned the Harts Prairie main is now classified as a transmission main.

Buildings, Roads, and Drainage - Josh Slaughterback summarized the meeting with Benton & Associates on 1 August to discuss the road repair bids. Josh proposed the idea of repairing a few of the smaller streets to see how well they hold up in order to better prep for the higher trafficked roads to be repaired next year. Jason Ford expressed his concern for the process Benton & Associates described and did not believe it would fix the problem. The Board members suggested Andy doing some of the work to fill in pot holes and such. Andy Fairless then provided an update on the Bobcat Skid Steer.

Finance/Payroll - Mayor Turpin recapped what Teresa Morris helped with to make the financial reports easier to understand.

Insurance - No new news except Ben Ford is now off the insurance, Jim and his wife will soon be added, and Larry Carriger continues to pay his premium.

Personnel - Wyatt Smith reported the new hire, James Brown started on August 6, 2018. Andy said everything is going great at this time.

Utility Reconnect - There was nothing to report from this committee.

Utilities - Nicole Fromme reported there are currently a few shut offs. Mayor Turpin informed the Board he spoke with Mr. Eddie Carpenter regarding the gas theft. Restitution in the amount of $648.00 will be paid to the Village within a year. Mayor Turpin also updated the Board on the water meter reading issues with local businesses. He said after more looking into the situation further the total was not as high as they originally expected and has being taking care of.

Josh provided handouts to all Board members and Village secretary, Reitha Holtzman, to be completed prior to making a mission and vision statement. He believes the mission and vision statement process will take approximately two hours to complete and will require a special meeting to do so.

Mayor Paul Turpin discussed a few accounting issues the treasurer has experienced with the Village accounting program. Teresa Morris will meet to help Mayor Turpin fix some of the issues.

Andy Fairless is in the process of gather information on some properties for the Abandoned Property Legal Action.

Tami Thompson is continuing to gather people to enroll in the One Call Now Alerts.

Mayor Paul Turpin reminded the Board the grant for the park playground mulch will be written and submitted at a later date.

Mayor Paul Turpin is looking into the possibility of Skyping for meetings.

Mr. Eddie Carpenter and Mayor Paul Turpin spoke about the Pour Liquor License recently. The signatures compiled must be gathered no more than 60 days in advance.

As discussed previously, Andy Fairless, will look into the possibility of switching out some parts for the maintenance of the lift stations.

Tami Thompson is looking into some vehicle ordinance violations around the Village. It will be discussed again in September.

A village member has questions relating to the closing of a street and the possibility of a trailer placement on a lot. The member was absent for the meeting and will be discussed further at a later time.

Mentioned previously by Andy Fairless, James Brown will be attending training at the end of August. Nicole Fromme made a motion to send James Brown to training for gas certification. Josh Slaughterback seconded the motion. The voting was as follows: Josh Slaughterback-yes, Nicole Fromme-yes, Jason Ford-yes, and Wyatt Smith-yes. The motion carried.

Trustee, Wyatt Smith brought up the grain bin on the Village property and asked what the plan was for the bin. He mentioned there could be some potential interest in it if the Village was willing to sell it.

Wyatt Smith made a motion to adjourn. Jason Ford seconded the motion. The voting was as follows: Nicole Fromme-yes, Jason Ford-yes, Wyatt Smith-yes, and Josh Slaughterback-yes. The meeting adjourned at 9:03 pm.
