City of Dallas City Council met Sept. 12.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on September 12, 2018, at 5 p.m. In the absence of Mayor Kevin Six, Finance Commissioner Lila Gittings called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meting were Anne Thompson, Tiffany Wibbell, Jackie Wibbell, Doug Erickson, Gary Smith, Chris Classen, and Mariah Wallace.

A motion was made by Olson, and 2nd by Newberry to accept the minutes of the August 22, 2018, meeting. Gittings, Newberry, and Olson AYE. Northup ABSTAIN.

Tiffany Wibbell and Jackie Wibbell appeared on behalf of the Dallas Elementary School's Athletic Booster Club. This is a new club that was just recently organized, and they are having a Glo-Run on October 20, 2018, as a fundraiser event. They are going to have T-shirts, and Tiffany asked the council if they would be willing to make a donation to help cover the cost of the T-shirts. A motion was made by Newberry, and 2nd by Olson to donate $300 to the Dallas Elementary School's Athletic Booster Club. Gittings, Newberry, Northup, and Olson AYE.

Anne Thompson asked if a date had been set for Trick-Or-Treat. She discussed the second floor windows of the old Enterprise building and possibly moving the barricades that are currently in front of the old Hagy's building so that they would also be in front of this building. She asked where things stood with the cases against property owners that the city attorney is working on.

Doug Erickson discussed the sidewalk project along Elm Street and Creamery Hill Road. Even though there is grant money available for this type of project, he does not believe that the city could get enough to cover the expense of the work that would have to be done along Elm Street and Creamery Hill Road, as well as the cost of the sidewalk, itself. Therefore, he does not feel that this would be a practical project to do this year.

Mr. Erickson reported on the sewer project. The pre-rehabilitation clean and CCTV work has been completed, and all the sewer lines that are scheduled to be lined are ready. It appears that not as many point repairs are going to need to be done as was originally estimated. He also reported that due to the Illinois Department of Transportation requiring 21 days notice of a highway being shut down, the contractor is not going to be able to start the work on West Third Street, between Pine Street and Sycamore Street, until the first of October. The second Pay/Progress Meeting took place September 6, 2018. The contractor submitted a pay request in the amount of $49,348.17 for the work that they have completed. Mr. Erickson also presented an invoice from Benton & Associates in the amount of $11,384.10 for the work that they have completed. Both invoices will be sent to the IEPA so that the city can receive the funds to pay them.

Discussed the bridge on East Fourth Street by the city cemetery. It appears that this bridge needs to be replaced. The engineer will check on this.

Chris Classen reported that a water break by the old sewer plant had been repaired. He has also had to pull two pumps out of lift stations to clean them out.

Police Chief Gary Smith gave his report for the month of August. Both Chief Smith and Officer Foster will be attending Sexual Assault Response Training and Sexual Assault Investigator Training next week. Officer Foster's new ballistic vest has arrived, and the city has received payment from former officer Skyler Bruenger for the purchase of his ballistic vest. Drug Take Back Day is scheduled for October 27 from 10 a.m. to 2 p.m.

Commissioner Newberry discussed residents that have gotten upset about having their water shut off for non-payment.

Commissioner Northup reported that it appears that the power line that is used for the city's Christmas lights on Oak Street was taken down when the tree recently fell on the power line along Oak Street. This will be checked on.

Mariah Wallace reported that the pre-trial conference for the property owner at 70 East Fifth Street is set for September 13, and the pre-trial conference for the property owner at 57 East Fourth Street is set for October 18. A contractor has informed her that he hopes to have the property at 57 East Fourth Street taken care of by October 18.

Discussed the city sending a “Nuisance Notice” to property owners instead of having the city attorney send a letter when the property is in violation of the city's nuisance ordinance.

Ms. Wallace also reported that due to an error by the county, the city's levy ordinance will need to be re-done. A motion was made by Newberry, and 2nd by Olson to pass Amended Ordinance #646 to replace the original Ordinance #646 for the levy and assessment of taxes for the May 1, 2018, to April 30, 2019, fiscal year. Gittings, Newberry, Northup, and Olson AYE.

Discussed what needs to be done if the city wants to take bids for a new garage since it was not included in the current appropriations ordinance. A motion was made by Northup, and 2nd by Olson that it would be in the city's best public interest to get bids for a new garage. Gittings, Newberry, Northup, and Olson AYE.

Discussed having fall clean-up days. Commissioner Gittings will contact Jackson Disposal to see what dates they have containers available.

Discussed Trick-Or-Treat. A motion was made by Olson, and 2nd by Northup to have Trick-Or-Treat on October 30 from 5 p.m to 7 p.m. Gittings, Newberry, Northup, and Olson AYE.

Discussed trees that need to be removed around town.

A motion was made by Newberry, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:31 p.m.
