City of Bushnell City Council met October 15. 

Here is the minutes as provided by the council:

Mayor Wilt called the meeting to order.


The Pledge of Allegiance to the Flag was given.

Ald. Lorton made a motion to approve the consent agenda, which include the following items;

     1. Acceptance of October 1, 2018 Minutes

     2. Acceptance of September 2018 Financial Report

It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:

     Where upon Mayor Wilt declared the motion carried.

Ad Hoc (Mayor’s Report)

     1. Mayor Wilt advised that the benefit for Mitchell Williams will be held December 8th at Tellers. The City   Clerk is collecting orders for T-shirts as well as bracelets if you would like to place an order.

     2. Mayor Wilt pointed out that Comedy Night for Hometown Christmas is this Saturday night at the VFW for only $10. The show starts at 7pm, so come on out and enjoy a night of laughs and raise money for our Hometown Christmas.

     3. Mayor Wilt extended a Thank you to David Raymond and his crew that painted the streets. She expressed how nice the painted streets look and that she has received many compliments on it.

     4. Mayor Wilt advised that November 10th the Chamber of Commerce and some high school students will be decorating the light poles for Christmas. Mayor will advised that the group could use some help if no one is busy to help the project go faster. Mayor Wilt stated that last year it was the Chamber of Commerce President, Don Swartzbaugh, herself, Justin Griffith, Brent Glisan and 3 high school students.

     5. Mayor Wilt asked for Consent to set this year’s Trick or Treat hours for 6pm -8pm October 30th and 31st. Ald. Steelman asked why 2 days of trick or treating and discussion was had concerning split custody children so both parents had the opportunity to take their children.

          Discussion also pointed out that there are sometimes other activities that wouldn’t allow children to partake in one of the days. The council granted consent for trick or treat hours.

     6. Mayor Wilt reminded the council that the Food Pantry is held on the 2nd and 4th Wednesday of each month at 9:30am. If no one is present within 15 minutes, the food pantry volunteer, Elaine McGinnis, will leave. Elaine is looking for a replacement food pantry volunteer so she can step away. If you know someone interested in being the food pantry contact person, you can call the Presbyterian Church at 309-772-2315.

      7. Mayor Wilt advised there will be a Job Fair Pop-up at the Community Christian Center parking lot on October 18th from 11am to 1pm. People can drive up to grab applications on the go for 4 different manufacturing companies that are hiring in the area.

Personnel/Finance/Budget

     1. Meeting was held right before the council meeting this evening. The committee met with Steve Leasman, the broker for our city insurance. Leasman advised there will be an industry standard 11% increase for our health insurance. Dave Norton advised that we are still paying below average cost of health insurance.

Public Works – Street/Sewer/Alley

     1. Ald. Miller advised that Street Superintendent, David Raymond, advised him right before the council meeting that the sewer issue at the west edge of town on 2000th Rd has been found and fixed. The entire line had become disconnected. The issue was on the customer side and not the city side of the line.

Police/Liquor/ESDA

     1. Ald. Lorton advised that the committee had held a meeting on 10/8/2018 and would recommend Angel Wilson as the new Animal Control Officer.

Ald. Lorton made a motion to approve offering the Animal Control Officer position to Angel Wilson. It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:

     2. Ald. Lorton also pointed out that City Attorney Humbert is working on off-site liquor sales class for the liquor license and they are hoping to have the information together by next council meeting.

     3. Next Police/Liquor meeting is 11/12/2018 at 4pm

      4. ESDA Director Rench advised he is working on a surprise drill for city employees, police and fire personnel.

Economic Development

     1. Ald. Steelman advised she had spoken with Attorney Humbert concerning the burned out Brickhouse building. Humbert advised that she is working on tracking down the owner so we can move forward with getting the property cleaned up.

Engineering Report

     1. Megan Crook with IMEG advised that we are in need of an additional $9,000 from Motor Fuel Tax money for salt this year. Crook advised that salt prices are up to $80/ton this year, as opposed to $50/ton last year.

Ald. Lorton made a motion to approve a resolution to spend an additional $9000 from Motor Fuel Tax for salt. It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:

     2. Crook advised that she met with Robin, Brent Glisan and school Superintendent Kathy Dinger concerning Safe Routes to School Application. We are looking into possibly adding a sidewalk at Spartan Drive. IMEG has prepared cost estimate based on 5ft wide sidewalk. (They were unable to go with 8ft. wide sidewalk due to the ditches and utility poles). The Safe Routes to School Grant through IDOT is $200,000 and IMEG charges would be $17,800 for their service. The applications are due November 19th.

Ald. Lorton made a motion to approve IMEG to start the Safe Routes to School Application process in the amount of $17,800. It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:
