City of Pittsfield City Council met Oct. 16.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, October 16, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson and Robert Wood.

Absent: Alderman Kevin Wombles

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of

September 2018.

Alderman Wood seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Pittsfield Moose Lodge 420, owners of the property located at 109 West Washington Street in Pittsfield, to place an unattached accessory building zero feet (0’) from a main building instead of the required ten feet (10’) and zero feet (0’) from the side yard instead of the required six feet (6’).

Alderman Wood seconded the motion.

Alderman Wood moved to accept the recommendation of the Planning Commission to approve the replat of the Sitton property located at 1308, 1310, 1312A and 1312 B West Washington Street.

Alderman Wood moved to approve Ordinance No. 1613, An Ordinance Approving and Authorizing the Execution of a TIF Redevelopment Agreement by and Between the City of Pittsfield and Vitale Properties, LLC., on its first reading, by title only.

Alderman Wilson seconded the motion.

Alderman Wood moved to suspend the rules and have the second reading of Ordinance No. 1613 (described above).

Alderman Wood moved to approve Ordinance No. 1613 (described above) on its second reading.

Alderman Ritchart moved to approve Ordinance No. 1614, An Ordinance Approving and Authorizing the Execution of a Professional Services Agreement for the Third Amendment to the Pittsfield Tax Increment Financing (TIF) District I by and Between The City of Pittsfield, Illinois and Jacob & Klein, Ltd. and The Economic Development Group, Ltd., on its first reading.

Alderman Wilson seconded the motion.

Alderman Ketchum moved to suspend the rules and have the second reading of Ordinance No. 1614 (described above).

Alderman Lennon approved the Legal Notice for a Request for Proposals to Acquire City Owned Real Estate from the City of Pittsfield, Pike County, Illinois.

Alderman Ritchart moved to approve Ordinance No. 1615, An Ordinance Providing for the Annual Tax Levy of the City of Pittsfield, Pike County, Illinois, Commencing on the First Day of May 2018, and Ending on the Thirtieth Day of April 2019, on its first reading.

Alderman Ketchum seconded the motion.

Alderman Wood moved to approve the Façade Loan for Cosmic Entertainment Complex in the amount of $10,000.00, subject to them acquiring the property.

Alderman Wilson seconded the motion.

Alderman Ritchart moved to approve the School Resource Officer Agreement subject to approval of the Pikeland School Board.

City Clerk Cindy Prentice read a proclamation which proclaimed October 8-14, 2018 the 80th year of Pike County Home and Community Education Week.

Mayor Hayden announced the City will begin having Safety Committee meetings as recommended by our insurance company. The City has steadily increased in claims per year from zero claims in 2015 to nine claims so far in 2018.

The road on the east side of Lake Pittsfield will be closed after Fall Pickins weekend. The campground will be open into November.

Alderman Knight set a Water/Wastewater Committee meeting for October 22, 2018 at 9:10 a.m. to discuss service to Higbee property.

Alderman Ketchum announced approximately 270 trout were placed in the lagoon at a cost of $1,000.00.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Ketchum seconded the motion.
