City of Jacksonville Commission on Disabilities and Human Relations met October 4

City of Jacksonville Commission on Disabilities and Human Relations met Oct. 4.

Here is the minutes provided by the commission:

Present: Alan Bradish (Vice Chairman), Guy Crumley, Joan Engelmann (Secretary), Larry Whewell (Chairman), Mary Watts

Absent: Brenton Allen, Cyndy Benton, Eddie Lowe

Guests: Salina Masas

1. WELCOME AND CALL TO ORDER 4:05 PM

2. APPROVAL OF MINUTES

Motion: To approve the minutes of September 6, 2018

3. OLD BUSINESS

• Update on progress to Brochure

Report tabled as Eddie Lowe was absent.

• Report for Subcommittee

Joan Engelmann reported the results of an investigation on a citizen reasonable accommodation complaint regarding the lack of closed captioning of the movie, Suicide: The Ripple Effect.

Mayor Andy Ezard had personally paid for interpreter services for a showing and the lighting was adjusted in the theater on 7/18/18. However, many still felt the movie was not accessible. MarcyPattersonfromTheSource,wascontactedastheprimarysponsorofthemovie. Marcy made contact with the producers of the movie in California prior to the showing of the movie regarding closed captioning. Marcy apologized that the movie was not captioned in time for the Jacksonville showing, but reported that because of the request of the Jacksonville Deaf Community, producers have now captioned the movie. Marcy also reports that because sponsors paid the $1,000 unlimited community licensing fee, anyone in Jacksonville can host a screening of the movie. During discussion, JCDHR members recommended contacting schools and churches in the area that may be willing to host screenings. Members commended the action of Marcy Patterson for making the movie accessible for not only the Jacksonville Deaf Community, but people who are deaf and hard of hearing nationwide. JCDHR members recommended a press release.

NEW BUSINESS

• Reappointment of JCDHR members

Alan Bradish has accepted a reappointment for 3 more years. Cyndy Benton and Brenton Allan have declined reappointment. Current members are encouraged to assist the Mayor in identifying 3 more potential members, particularly persons who are minorities or with disabilities.

• Friends of JCDHR

Members discussed an idea proposed by outgoing member, Cyndy Benton, to establish an unofficial group of persons to serve as resources for JCDHR. The group may include former commissioners, or others who wish to serve and be connected to JCDHR in an informal manner. Motion: To establish a group, “Friends of JCDHR”

5. HUMAN RELATIONS ISSUES

6. MISCELLANEOUS

• Next meeting date: November 1, 2018

Will include a farewell party for Cyndy Benton for over 10 years of service to JCDHR and possible guest speaker, Chief Mefford
