City of Barry City Council met October 1.

City of Barry City Council met Nov. 1.

Here is the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present except Kat Brown.

Debbie Harshman made a motion to approve the September meeting and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made a motion to approve payment of the bills and Scott Harris seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Officer Lowry from the Pike County Sheriffs office gave the police report. There were no arrests.

Robert Snyder gave the public works director report. He said they have been doing patching, mowing and fixed a water leak that took 7 hours. Next year we need to look into getting new weed-eaters.

Marynel Corton thanked Robert Snyder, Cody Hinch and Alvin Garkie for helping move doll house to the museum. The doll house was made by Mr. Green and his family donated it to the museum for everyone to see with the agreement that they could have it back. They are going to help Tuesday, Oct 2 in getting the Civil War Flag upstairs to the museum and help hang it.

Jeff Hogge gave the city administrators report. He said the code enforcements have been cleaned up and Ron Johnson has been cleaning up his property. He helped with the fall clean-up, attended meetings. He and Mayor Rennecker met with Revolution people about hemp production. He ordered bike rack and “no cart parking” sign for the pool. He also bought new lounge chairs for the pool.

Debbie Harshman gave the Parks and Recreation Committee report. Those attending meeting were: Mayor Rennecker, Jeff Hogge, Debbie Harshman, Bruce Kendall and Marynel Corton. Debbie stated the pool was open 89 days this year. She said after looking at the Pool’s numbers and Manager Christina Powell’s recommendations, the committee has the following recommendations for the Council:

1. Hire 9 lifeguards for the 2019 season

2. Require lifeguards to be available for a minimum of 3 day shifts per week

3. 3 managers, same as this year

4. Raise managers wages from $4500 to $5250 to be divided amongst the 3 managers

5. order 5 – 6 additional deck chairs

6. Purchase cloth shower curtains for the women’s change room.

7. Purchase a bike rack. This was agreed and approved 2 years ago by council

8. Paint the women’s shower area, replace the lights, and repair/replace left faucet in women’s bathroom.

9. Repair leaks in men’s bathroom

10. Get new sticker for west side of Pepsi machine

11. Order parts and install pump/water line for water slide. Estimated cost $1800. Line needs to run from pump house to slide and slide also needs grounded

12. Put up “no smoking” signs at pool

13. Put up “no golf carts” signs at pool. People ride golf carts up to pool house on sidewalk.

14. Add motion activated lights at two corners of the pool.

15. Take bush out; replace landscaping timbers and mulch around McTucker memorial.

The deck chairs, no golf carts sign and bike rack has already been purchased.

The committee also discussed moving the basketball court to the slab of concrete used for skateboarders. Shawn was going to talk to Joey Fesler about lights being placed there and lights having an automatic timer with lights off at 10 p.m. and turn the old basketball court into parking lot. The committee also discussed parking issues at YMCA ball field. This will be tabled to later date. Mayor Rennecker discussed a kickoff campaign to raise money for new scoreboard with remote for the ball field. Total cost is $2900; we have already raised $1705.38. We need to raise another $1200. Steve Schultz made a motion to approve the recommendations with the exception of parking at YMCA ball field, with finances as mentioned in report. Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Mayor Rennecker said he had several complaints from around town on 5 dogs (pit bulls). A petition has been signed by several people and code violations regarding these dogs on corner of Decatur and Williams Street. There have been dog biting, and is safety concern. Jeff Hogge said they have been in and talked and they are going to put up 6 ft. privacy fence along back and side of house and leave chain link fence in front. Ron Arnold said they used to raise Huskies and they cleaned up every day and never had a smell and there are chemicals you can put on the ground.

Stacy Patterson said they don’t always have them on a leash. Debbie Harshman said she thinks we need some kind of kennel license. Steve Schultz said if there is smell or noise complaint – write them a ticket.

Council discussed zoning variance request for Brian Dell. Steve Schultz said he wouldn’t be able to pull into the garage if anyone built on the opposite side of the alley. Bob Dieker made a motion to approve the variance and Steve Schultz seconded the motion. Roll call taken:

Bob Dieker – yes

Scott Harris – abstain

Steve Schultz – yes

Marynel Corton – yes

Bruce Kendall – abstain

Debbie Harshman – yes

Motion carried with 4 ayes. 2 abstains and 0 absent.

Ron Arnold appeared before the council to ask if the alley by his house could be vacated. He owns property on both sides of the alley and didn’t think it would affect anyone else. Robert Snyder said there fiber and water lines from FEMA trailers in alley. Jeff will check with utility companies. Mayor Rennecker said there will have to be two Public Hearings. The first one will be November 5, 2018 at 6:45 p.m.

Mayor Rennecker discussed with Council DCEO grant eligibility guidelines and sewer rates to be eligible for CDAP funding. This will be discussed more at later time.

Council said that we need to get Cody Hinch started on water classes and Alvin Garkie started on CLASS C water license.

Steve Schultz made a motion to adjourn and Debbie Harshman seconded the motion. Meeting adjourned at 8:47 p. m.
