Beardstown Community Unified School District 15 Board met Nov. 14.

Here is the minutes provided by the board:

CALL TO ORDER

The Board of Education Community Unit No. 15, Beardstown, IL was called to order on November 14, 2018 by President Mike Seaman at 7:00 p.m. in Beardstown Middle/High library 500 East 15th Street, Beardstown, IL. Pledge of allegiance. Kim Watson called the roll with the following members present: Jimmy Hymes, Barbara Hobrock, Jack Fearneyhough, Kim Watson and Mike Seaman. Aaron Stock and OJ Simpson were absent. Also in attendance were Ron Gilbert and Kelly Herter.

PUBLIC QUESTIONS AND COMMENTS-Beardstown Fall Fun Festival Committee spoke to the board to address the school being more active in the Fall Fun Festival. They would like suggestions on how the students could be more involved. They are willing to come back and talk to teachers, students, and administrators. They suggested a booth for earning money for the organizations. They meet the first Monday of every month at the Golden Age Center.

Committee Reports

ADMINISTRATORS REPORT:

Josh Sorrells-Mr. Burtons class organized volunteers to help out at our local polls. Coach Howard/Coach Lewis and 0 hour students put up and took down Flags around the town square. Brandi Hymes acknowledged diabetes awareness day and putting together small packages for our students with diabetes. Kirsta Anderson/Cari Sheppard along with student council held Veteran’s Day Assembly. He feels the NISL has been very beneficial to his career and was worth missing 2 days every month. Key club week-Mr. Shaw has students going over to Gard to speak to 2nd/3rd graders tomorrow about the importance of service. They will be coloring and sending notes to Afghanistan for Brent Krumboltz and men and women serving with him. Senior Elizabeth Garcia has done a lot of this organization.

Kathleen Macgregor-None

Lori Young-Maggie Nordsiek has been collecting information on getting weekend food bags. 150 families have shown interest.

Tammee Petersen-None

Ann Chilton-Bids for snow removal. Someone is lined up until we get bids, they do have insurance. She would like to set up the little tractor with blades on the front and back. Watson asked about Keith Reller doing the snow removal. Ann doesn’t feel our tractor is big enough for the larger snows. Seaman asked to get a price on the brush attachment and the blade attachment.

Trevor Cottle-After school programs are up and running. He has been busy getting Fall Housing report information. Lauren Smith-None

Ron Gilbert-Insurance worker comp refund. We were able to get some money refunded from the insurance co on the gym floor. Guidelines for freshman through seniors as for where they should be in their high school career. ESSA grant would be able to get smart boards. School Report card shows improvement of 2.1. Three Board seats up for election. Three seats are available, two in the Beardstown Township and one from the remaining Townships. Fearneyhough asked if the maintenance position is still posted. Mr. Gilbert states we have received 6 applications to date. Who would be in on the interviews? He would like Ann, Alex, and Jim as well as board members and administrators. Custodian position that is retiring at the end of December needs to be posted.

On a motion by Watson, second by Hymes to approve the Collective Bargaining Agreement between the Board of Education of Beardstown Community Unit School District #15 and the Beardstown Education Association IEA/NEA from July 1, 2018-June 30, 2021. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Fearneyhough, second by Hobrock to approve and certify the Tax Levy for 2018 (collected in the 19-20 school year)-No Truth in Taxation hearing is required. A Truth in Taxation hearing is required when a district is levying more than 1.05% of their EAV from the prior year. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson- yes and Seaman-yes.

On a motion by Hobrock, second by Hymes to adopt a resolution to approve the abatements of the 2005 and 2010 QZAB bonds and 2001A/2005A General Obligation Bonds. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Fearneyhough, second by Watson to approve building use by Workcamp NE June 16-22, 2019. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Fearneyhough, second by Hymes to approve letting bids out for snow removal for the 2018-2019 school year. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Hymes, second by Hobrock to approve Wrestling overnight trip Nov 30-Dec 1-Seneca High School; Dec 26-Dec 27-Springfield; Jan 4-Jan 5-Fairberry IL. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson- yes and Seaman-yes.

On a motion by Watson, second by Hobrock to enter closed session for the purpose of discussing litigation, land acquisition, negotiations, student disciplinary at cases, and to consider information regarding the appointment, employment, or dismissal of an employee or officer. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes. Time 7:46p.m.

PERSONNEL ADDENDUM:

On a motion by Watson, second by Hymes to approve the following employment: Stephanie Chavez-Elementary Transitional Bilingual Educator. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman- yes.

On a motion by Hobrock, second by Watson to approve the following list of extra-curricular volunteers who are ASEP or Teacher certified: Bill Petersen-HS volunteer assistant baseball coach; Megan Icenogle-HS volunteer cheer coach-winter season ASEP certified. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Watson, second by Hobrock to approve the retirement of Karen Spears-Retirement-December 28, 2018. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

On a motion by Hobrock, second by Watson approve the following maternity/paternity leave requests: Bianca Costillo Tristan-End of November thru January 7, 2019. Roll Call Vote: Hymes-yes; Hobrock-yes; Fearneyhough-yes; Watson-yes and Seaman-yes.

DISCUSSION: Set policy and curriculum meeting. December 4th starting at 6:30 Curriculum first with policy to follow at 7:30 p.m.

Fearneyhough-For the district if we are going to look at anything for Gard School he would like to get Graham and Hyde here to talk to the board.
