City of Dallas City Council met Dec. 12.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on December 12, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Bill & Kaleb Spiekermeier, Doug Erickson, Chris Classen, Gary Smith, and Mariah Wallace.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the November 28, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

Bill and Kaleb Spiekermeier discussed a problem that Kaleb is having with water in his basement. It appears to be due to a culvert in front of his property that has collapsed and is causing water to back up. The council will have the city's streets employee take a look at this.

Chris Classen reported that there was a lift station that had to be vacuumed out.

Doug Erickson reported on the sewer project. He informed the council that the lining of the sewer main on Fifth Street from Elm Street to Cedar Street has been added to the project. The contractor has submitted Pay Request #4 for the work that has been completed in the amount of $67,191.84. Mr. Erickson also submitted an invoice from Benton & Associates in the amount of $9,033.59 for the work that they have done. Both bills will be sent to the IEPA so that the city can receive the funds to pay them. A motion was made by Newberry, and 2nd by Gittings to approve Pay Request #4 and the invoice from Benton & Associates. Gittings, Newberry, Northup, and Olson AYE.

Police Chief Gary Smith reported that the DVR had to be replaced in the security video system at the city hall/police department building. The emergency lighting for the police pickup has stopped working and is in process of being repaired. The radar unit for the police pickup has been repaired and is being shipped back. Chief Smith also reported that Dallas City had the second highest turn out in Hancock County for the “Stuff the Squad Car 2018” event.

The city attorney reported bench trials were held December 4, 2018, against the property owners of 57 East Fourth Street and 70 East Fifth Street. The judge ruled in favor of the city on both cases. The owner of the 57 East Fourth Street property has until December 18, 2018, and the owner of the 70 East Fifth Street property has until February 1, 2019, to clean up their property. The attorney is still working on the other cases.

Discussed the carport that is being purchased. It should be here in approximately three weeks. Gravel will need to be brought in before the building can be installed.

The CGB Elevator has informed Mayor Six that they have decided to go ahead with their expansion plans. Discussed a couple of proposals and the pros and cons of each proposal. Also, discussed having the city engineer make up an outline of everything that will need to be done in order to do this project. A motion was made by Newberry, and 2nd by Northup to have Benton & Associates draw up a tentative plan for the CGB Elevator project. Gittings, Newberry, Northup, and Olson AYE.

Mayor Six has received a request from the National School Choice Week Organization for the city to recognize January 20-26, 2019, as Dallas City School Choice Week. A motion was made by Newberry, and 2nd by Olson to make a proclamation commemorating January 20-26, 2019, as Dallas City School Choice Week. Gittings, Newberry, Northup, and Olson AYE.

Mayor Six reported that Henderson County is working on 9-1-1 addresses for the properties in Dallas City that are located in Henderson County.

Discussed the Village of Lomax's request to have the City of Dallas City provide police protection for them again. It was decided to not offer police protection services to the Village of Lomax at this time.

Discussed purchasing a service agreement with Per Mar Securities. It would be a 36 month contract for $97 per month. A motion was made by Gittings, and 2nd by Newberry to purchase the service agreement with Per Mar Securities for 36 months at $97 per month. Gittings, Newberry, Northup, and Olson AYE.

Discussed a business in town that has a bad water leak that can't be fixed until the weather warms up. Due to the water leak, there has been a very high usage of water. The owner now has the water turned off until he can get it fixed. He has requested that the city allow him to pay his water bill in 3 installments due to the bill being an excessive amount. The council agreed to allow the business owner to pay his bill in 3 installments.

A motion was made by Newberry, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:13 p.m.
