City of Pittsfield City Council met Dec. 18.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, December 18, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson, Kevin Wombles and Robert Wood.

Absent: Alderman Bill Scheiwe.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Wombles seconded the motion.

Roll Call:Yea:Ketchum, Knight, Lennon, Ritchart, Wilson, Wombles (6)

Nay:None

Present:Wood (1)

The motion carried.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of November 2018.

Alderman Wood seconded the motion.

Pike County Economic Development Intern Justin Krohn addressed the Council on the proposed disc golf course at Lake Pittsfield. The $15,000 grant project was approved by the Tax Accommodation Committee last night and now will go before the Finance Committee of the Pike County Board for review. The course is planned for the southeast side of the lake and will overlap the cross-country course, but a conflict can be easily avoided. A pro designer looked at the course and feels it will be a great opportunity for tournaments in the next one to two years with participants staying overnight locally. It is a game for people of all ages. If the grant is approved, the course could be built as soon as February or March 2019. It will only take a few days to install the course. Mayor Hayden said the parking area should be put in at the same time as the course. It is on the curve from the east boat dock. The plan is to have portable restrooms available at the halfway point of the course.

Alderman Ketchum moved to change the date of the next regular Council meeting to January 2, 2019 due to the New Year holiday.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve Ordinance No. 1618, an updated Policy Prohibiting Sexual Harassment, on its first reading.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1618 (described above), on its second reading.

Alderman Wilson seconded the motion.

The motion carried.

Alderman Ritchart moved to approve Ordinance No. 1618 (described above) on its second reading, by title only.

Alderman Wilson seconded the motion.

Alderman Ritchart moved to approve Ordinance No. 1620, An Ordinance Granting a Variance of a Parcel of Real Estate Located in the City of Pittsfield, Pike County, Illinois, on its first reading.

Alderman Ketchum seconded the motion.

The motion carried.

Mayor Hayden reported that the City will be receiving a check in the amount of $47,824.89 from Ameren from savings due to the energy blowers at the Wastewater Treatment Facility. The bill was $2,000 less last month and should save an average of $3,000 per month, which will allow our investment to be paid within a year or a year and a half.

Mayor Hayden has received a new estimate for the oil and chip on the Newburg Township road to the lake. The new estimate is $37,869 for the portion they would like from the City and Newburg Township has $40,000 in preparation work that would need to be done. This would improve the road up to the far north entrance of the lake.

Alderman Ketchum thanked the City for the work they have done at King Park on the preparation for the sidewalk in front of the pool building.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Ketchum seconded the motion.
