City of Dallas City Council met Jan. 9.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on January 9, 2019, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, and Greg Olson. Harold Northup Jr. was absent.

Others attending the meeting were Anne Thompson, Kaleb Spiekermeier, Doug Erickson, Charles Newman, Chris Classen, Gary Smith, and Mariah Wallace.

A motion was made by Gittings, and 2nd by Olson to accept the minutes of the December 26, 2018, meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.

Kaleb Spiekermeier discussed the problem that he is having with water in his basement. He showed the council and engineer a video of the problem that he is having with water backing up from a culvert next to his property. The city's engineer and Chris Classen will meet with Mr. Spiekermeier and discuss this problem in more detail. They will then attempt to figure out a plan to solve the problem.

Doug Erickson reported on the sewer project. It appears that the project is approximately 70% complete. The lining work has been completed. The project is still under budget.

Mr. Erickson recently met with a representative from the Henderson County Highway Department regarding the bridge on East Fourth Street by the city cemetery. The estimated cost of a bridge replacement is $400,000. Mr. Erickson was told that Henderson County does not currently have any money to help with this type of project. Mr. Erickson suggested that the council consider doing a box culvert instead of a complete new bridge.

Police Chief Gary Smith gave the police report for the month of December 2018. The siren box has been replaced on the police pickup. Chris Dausch will be completing his mandatory firearms training next week and should begin patrolling on his own by the end of January. Chief Smith will be meeting with the Dallas City Fire Department to discuss how to proceed with dual response calls and working toward developing disaster preparedness planning for the community. He presented the council with a list of his goals for 2019 for the continued improvement and operation of the police department.

Chris Classen reported that the sewer line at the sewer plant had to be vacuumed out because it had gotten plugged.

Anne Thompson asked about the properties that the city recently went to court over. The city attorney reported that since the owner of the property at 57 East Fourth Street has failed to do what he was required to do by the date set by the court, she will be filing a contempt motion against the property owner this week. She will let the council know when the new court date has been set. She will also work on getting a detailed report ready for the council on the properties by the next council meeting.

The city attorney also reported on a cannabis case. It was resolved by an agreed order. She also informed the council that she feels that they are bound by the previous council's decision regarding the vacating of West First Street from Walnut Street to Sycamore Street to allow CGB Enterprises Inc. to expand their business operations.

Discussed sending city employees to an Emergency Response Exercise regarding pipelines.

The city has been informed that the Illinois Department of Natural Resources, Office of Water Resources, and the Rock Island District Corps of Engineers are going to be working on a project to examine the flood risk of Illinois communities, like Dallas City, that are located along the Mississippi River. There is going to be a professional survey crew in town sometime in the next few weeks to do elevations on riverfront properties.

Mayor Six reported that he had received a call from a BNSF Railroad representative who was wanting to know if the city had heard anything regarding the Green Bay Flood District's levee proposal.

Mayor Six has received an invitation from WIRC to a meeting regarding a Transportation Planning Grant. He is planning on attending this meeting.

Discussed a property owner that is in violation of the city's nuisance ordinance.

A motion was made by Olson, and 2nd by Newberry to enter executive session to discuss imminent litigation. Gittings, Newberry, and Olson AYE. Northup ABSENT.

The meeting entered executive session at 6:10 p.m. The meeting re-entered regular session at 6:29 p.m.

A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. Gittings, Newberry, and OlsonAYE. NorthupABSENT.

The meeting was adjourned at 6:30 p.m.
