City of Pittsfield City Council met Jan. 15.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 15, 2019, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Kevin Wombles and Robert Wood.

Absent: Aldermen Bill Scheiwe and Robert Wilson.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting as amended.

Alderman Wood seconded the motion.

Nay:None (0)

The motion carried.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of December 2018.

Alderman Wood seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Verna Hayden and Lila Pepper, owners of the property located at 243 South Madison Street in Pittsfield, for placement of a handicap accessible ramp and deck which will be two feet (2’) from a side yard instead of the required ten feet (10’) on a corner lot.

Alderman Wombles seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Jim Jones, owner of the property located at #11 Bear Court in Pittsfield, to place an accessory building zero feet (0’) from a side yard instead of the required six feet (6’).

Alderman Lennon seconded the motion.

Alderman Ritchart moved to approve the 5th annual Redneck Run on Saturday, March 16, 2019 at

10:00 a.m. with the same route as the past four years.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Wood moved to approve Ordinance No. 1621, Ordinance to Establish a Date for a Public Hearing for the Third Amendment to the Pittsfield Tax Increment Financing District I, on its first reading.

Alderman Ketchum seconded the motion.

Abstain:Lennon (1)

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1621 (described above) on its second reading.

Alderman Wood moved to approve Ordinance No. 1621 (described above) on its second reading by title only.

Alderman Ritchart moved to add a feed mill as a permitted use in I-l, Light Industrial District and direct City Attorney Hollahan to draft an ordinance for the next regular Council meeting.

Alderman Ritchart moved to deny a request made by Shawn O’Brien and Brian Bradshaw to vacate a portion of North Madison Street.

Alderman Wood seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden reported bid openings will begin at 10:00 a.m. on February 21, 2019, on Clarksville Road overlay, Clarksville Road/Fayette Street intersection, and the alley behind William Watson hotel/County Government building. The alley will be a concrete alley.

Alderman Wombles commended the City on a good job of clearing the streets. Max Middendorf reported the Picture Pittsfield group will be meeting with the layout consultant for the disc golf course at the lake and installation of the course will begin soon. Chief of Police Kenny Yelliott reported his department had 3200 incidents, 300 arrests, 66 felonies, 10 sexual assaults, 20 search warrants for drugs in 2018. Alderman Ritchart and Mayor Hayden stated the statistics should be placed in the newspapers, so citizens are aware of all the department does.

Alderman Lennon moved to go into closed session at 6:30 p.m. to discuss personnel, purchase of property and potential litigation.

Alderman Ketchum seconded the motion.

Alderman Wood moved to go back into open session at 6:57 p.m.

Alderman Ketchum moved to approve the change order from Terracon Consultants Inc. in the amount of $10,000.00.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Ritchart moved to hire Daniel J. Williams as the new police officer, beginning February 1, 2019 with two-years’ experience, contingent upon passing his medical exam and signing a three-year agreement.

Alderman Ketchum seconded the motion.

The motion carried.

Mayor Hayden has received a resignation from Chief of Police Kenny Yelliott effective February 28, 2019. Official acceptance of his resignation will be on the next regular Council agenda.

Alderman Knight moved to adjourn this meeting at 7:02 p.m.
