City of Pittsfield City Council met Feb. 19.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, February 19, 2019, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson and Kevin Wombles.

Absent: Aldermen Bill Scheiwe and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of January 2019.

Alderman Lennon moved to approve the mission event at Pittsfield Airport on Saturday, August 17, 2019, with a time to be determined, as requested by Amber Freesmeyer, with proof of liability insurance to be provided.

Alderman Ritchart moved to accept the recommendation of the Planning Commission to deny the request from BlessingCare Corporation d/b/a Illini Community Hospital to permanently rezone the property located at 127 North Clinton Street in Pittsfield to B-3, Highway Business District, in order to allow for placement of four (4) modular building units connected to produce a 46’8” x 63’ modular building on the property.

Alderman Wombles seconded the motion.

The Zoning Committee meeting scheduled for a variance requested by BlessingCare Corporation was not held since rezoning was not allowed.

Alderman Knight moved to regretfully accept the resignation of Police Chief Kenny Yelliott effective February 28, 2019 at 4:00 p.m., promote Deputy Police Chief Michael Starman to Police Chief effective March 1, 2019 and promote Police Officer Jennifer Thompson to Deputy Police Chief effective

March 1, 2019.

Alderman Wilson seconded the motion.

Action on Ordinance No. 1622, An Ordinance Addressing the Payment of Video Service Provider Fee in the City of Pittsfield, Illinois, was tabled for further discussion.

Alderman Wilson moved to approve Ordinance No. 1624, An Ordinance Declaring Surplus Revenue in the Pittsfield TIF District I Special Tax Allocation Fund and Authorizing Payment of that Surplus Revenue to the Pike County Treasurer for Distribution to Affected Taxing Districts on a Pro Rata Basis for Tax Year 2017 payable 2018, on its first reading.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1624 (described above) by title only.

Action on Ordinance No. 1626, City of Pittsfield Raffle and Poker Run Ordinance, was tabled for further discussion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden reminded the Council the bid openings for the Clarksville Road Improvements, Clarksville/Fayette Street Intersection Improvements and South Madison Street/South Monroe Street Alley Improvements are scheduled for Thursday, February 21, 2019 at 10:00 a.m.

Mayor Hayden announced the City of Pittsfield Wastewater Treatment Facility was honored in Springfield last Wednesday as one of five finalists for Plant of the Year. The City was presented with a plaque for the honor and is very proud to have received it. The facility also met criteria for Ameren, and our plant will be in one of their issues. Congratulations was extended to the Water/Wastewater Committee and Head Operator Terry Leahr.

Mayor Hayden said the cell tower company would like a 25’ x 25’ area to place a 50’ tower instead of placing the tower on a water tower. He wondered if the Council would consider allowing placement of the tower on the parking lot close to the uptown water tower or behind the Fire Department building. We would have to make sure it meets all regulations and the frequency is compatible with already existing towers. Mayor Hayden asked Gas and Water Foreman if he saw any problems with the parking lot by the water tower and he said he did not. If frequency is compatible, the Council would consider the offer. The company said they normally pay between $600 and $700 per month for leases.

Street and Alley Foreman Jeff Griggs said he had ordered 100 tons of salt so far this winter and ordered another 90 tons this morning.

Alderman Lennon moved to go into closed session at 6:24 p.m. to discuss personnel.

Alderman Ritchart moved to hire Joel Lipcamon as a new Police Officer as of April 7, 2019 pending passage of a physical and successful completion of the power test.

Police Chief Yelliott said the School Resource Office program is going well.
