Barry City Council met March 4.

Here is the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.

Debbie Harshman made a motion to approve the February minutes and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Scott Harris made a motion to approve payment of the bills and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Officer John Pennock from the Pike County Sheriff’s department gave the police report. There were 2 arrests – 1traffic and 1 felony offense – subject failed to register as sex offender.

Debbie Dell was sworn in by Attorney Brenner as the new City Treasurer. Debbie is filling the position left vacant by Kay Brown’s resignation because of health reasons.

Robert Snyder gave the Public Works Director report. He said there was a water main break and had to be repaired. They also did some snow removal and patching on the City streets. Robert said that Kristy, Alvin, Cody and he renewed their spray license.

Jeff Hogge gave the City Administrator report and said he dealt with the fisheries plant most of the month. He said they met with contractors and state plumbing inspector.There will be a tire removal from March 11 to March15th. Anyone having tires they need to get rid of have them out by the curb so the City crew can pick them up. This may be the tire pickup for awhile. Jeff met with Nick Davis from Hydro-Kinetics about replacing the flow meter at the sewer treatment plant. Robert said the old one quit and it is about 17 years old. The bid for the new flow meter was $4784. Bob Dieker made a motion to buy the new flow meter and Debbie Harshman seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to purchase the new floe meter for $4784.

The spring clean-up this year will be April 27 to May 5th.

Debbie Harshman gave the Parks and Recreational report. Debbie said they discussed hiring pool manager and advertise the position in March and have the lifeguard applications ready in April. Scott Harris made motion to advertise for pool manager and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. The committee also discussed items to be worked on for the pool. Install shades, install fence, install bicycle rack and No Cart parking sign, the slide needs to be grounded before next inspection, and pool needs to be painted. Two portable bathrooms will be rented again this year and 1 will go at the pool and the other one will go at Mt. Dew Ballfield. The committee also discussed not replacing the bushes that was removed at Lafayette Park.

The City has received several compliments on how nice the park looks without them. The stumps will have to be removed.

The council discussed the mowing bids and said last year they had talked about going 3 years with the mowing bids. Gary Robbins and Wally Garner did the mowing last year and they both said they would do it this year. Council agreed to let them do it again this year.

Two bids for a new water truck were opened at the meeting. The first one was from Essex Motors at Oledo, IL for 2011 ford - F250 - 2 wheel drive with 20,831 plus utility bed for $24,774. The second bid was Morrow Bros from Greenfield, IL and they work with state bids. 2019 – F250 – with pre – owned knapheide bed for $28,980. If the city does not like the pre-owned bed they can purchase a new one for $2870. Debbie Harshman made motion to approve going with 2019 F250 and Marynel Corton seconded the motion. The Council discussed amending the raffle ordinance limit needs to be changed to

allow growth. The American Legion is starting a Queen of Heart raffle and limit will be changed from $20,000 to $500,000. Steve Schultz made motion to increase to 1⁄2 million and Bob Dieker seconded the motion. Roll call taken:

Motion carried to raise the limit of raffle ordinance from $20,000 to $500,000 with 6 ayes, 0 nays and 0 absent.

Mayor Rennecker discussed with council the agreement with MECO for pre-treatment design services and what would be needed for wastewater plant. The city would cover the cost of pretreatment system with MECO as long as Schafer fisheries agrees to cover the cost of the pre-treatment system going into the ground at its property. They will pay all construction and labor for pre-treatment of sewer and all permits at their facility. Steve Schultz made motion that we have MECO do the pre-treatment design services and Debbie Harshman seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve MECO doing pre-treatment design services.

Mayor Rennecker and council discussed the bids for sewer video services. There were 4 bids:

Illinois Rural Water Association - $4209.40 as long as City of Barry does all of the prep work.

Hoerr Construction - $17,009.00, Hoerr Construction will do all prep work.

Visu-sewer - $18,697.00, Visu-sewer will provide all the prep work and labor is not included in this bid.

TeleScan Inc. - $9530.00 - TeleScan Inc., will provide prep work.

Bob Dieker made a motion to go with Illinois Rural Water and Marynel Corton seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to go with Illinois Rural water for $4209.40.

Scott Harris made a motion to go into executive session at 8 p.m. and Steve Schultz seconded motion.

The Council returned from executive session at 8:40 p.m.

Bob Dieker made a motion to give $1.00 an hour raise to employees and keep public works summer help at $8.50 hr. The pool lifeguards will remain the same. Debbie Harshman seconded the motion. Roll call taken:
