McDonough County Elms/Building and Grounds Committee met March 12.

Here is the minutes provided by the committee:

Committee members in attendance included Chairman Larry Aurelio, Dave Cortelyou, Ed Lavin, Terra Litchfield, Bob Mahr, and Paul Trimmer. Committee Members absent included, Marcia Twaddle, and Lee Calvert. Others in attendance included Gina Bickers, Patrick Stout, County Chairman George Dixon, and Committee Secretary Stacey Alexander.

Chairman Aurelio called the meeting to order at 7:00 p.m.

Review and Approval of February 12, 2019 Minutes

Member Trimmer moved with second by Member Mahr to approve the February 12, 2019 minutes. Motion carried on a voice vote.

Farm Report

They have received payment for the farm.

Administrator’s Report

Gina Bickers gave the report. Census is at 82, with 8 being Medicare, 44 Medicaid, 30 private pay. In February there was 11 new patients admitted, and 12 were discharged. So far in March they have had 4 admitted and 4 discharged. The state currently owes approximately $447,679.00.

Financial Report

Member Mahr moved with a second by Member Cortelyou to approve the February 2019 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Litchfield moved with a second by Member Trimmer to approve the Elm’s claims. Motion carried with a roll call vote of 6 yeas, 0 nays, and 2 absent.

Macomb Public Building Commission

The sewer issues are on hold as Troy is getting some more bids.

Zahrn Building

No report.

McDonough County Maintenance Directors Report

Allen Sheffler was unavailable to give the report. The County’s lawnmower has been replaced at a cost of $400.00. County Chairman Dixon traded off the tractor that the Elms had given to the Dive Rescue Team along with the old mower.

Building and Grounds Claims

Member Litchfield moved with a second by Member Cortelyou to approve the February Building and Grounds Claims. Motion carried on a voice vote.

Elms Administrator Position

A new administrator has been hired and will start on April 15, 2019.

Executive Session

Motion to enter into executive session for discussion of employment was made by Member Litchfield moved with a second by Member Lavin at 7:34 p.m. A motion to exit executive session was made by Member Mahr moved with a second by Member Litchfield at 7:42 p.m. No action taken.

Other

The Heritage Days Committee had asked for approval at lasts month meeting to have a live band on the Courthouse grounds on the Friday during Heritage Days, this has been approved. A reenactment group has requested permission to campout on the Courthouse lawn on the Saturday during Heritage Days, more information has been requested on this.

Macomb Beautiful Association would like to have the Courthouse lawn reseeded, fertilized, and sprayed for weeds. They have an estimate for this to be done it would cost approximately $1,775.00. They have asked if the County would pay for half of this. A motion to pay for half of the estimate was made by Member Cortelyou with a second by Member Lavin. Motion carried on a voice vote. This will be taken to the Finance Committee this month on March 13th.

County Board Chairman Dixon discussed the lactation room that will be added in the Courthouse. He said the room needs to be large enough so that if more requirements were added in the future that they would have room to do so. The approximate cost for the room will be $1,500.00. A motion to pay the $1,500.00 for the future lactation room was made by Member Lavin with a second by Member Cortelyou. Motion carried on voice vote.

Member Cortelyou moved with a second by Member Litchfield that the meeting be adjourned. Motion carried on a voice vote. With no further business to discuss the meeting was adjourned at 7:44 p.m.
