City of Pittsfield City Council met May 7.

Here is the minutes provided by the council:

The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Bill Grimsley, Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

City Clerk Cindy Prentice swore in the newly elected and recently re-elected Council members.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Wilson seconded the motion.

Present: Grimsley, Ritchart, Wombles (3)

The motion carried.

Alderman Wood moved to accept the recommendation of the Planning Commission to approve the subdivision plat which is an addendum to Petty Subdivision, as requested by Jonas H. and Jane A. Petty.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve a variance for Randall G. Hall, owner of the property located at 250 Chestnut Court in Pittsfield, to build a front porch addition which will be approximately seven and one-half feet instead of the required twenty-five feet from the front property line, and a carport which will be approximately seventeen feet instead of the required twenty-five feet from the front property line.

Alderman Knight seconded the motion.

Alderman Ritchart moved to approve a ten cent per therm increase to the monthly gas rate and a $2.00 increase to the monthly gas meter charge effective May 1, 2019.

Alderman Lennon seconded the motion.

Alderman Ritchart moved to replace all twenty-one City computers, computer system, hardware, software and related items from CDS Office Technologies at a cost of $32,316.00, 70% of which will be paid from the TIF Fund and the balance with video gaming revenue.

Alderman Ketchum seconded the motion.

Alderman Ketchum moved to enter into an annual IT contract with CDS Office Technologies at a cost of $2,000 per month, with the cost to be split by the seven City departments.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the gas mapping contract with Midland GPS at a cost of $19,600 with an annual maintenance fee of $3,600.00 to be paid from the GPS line item.

Alderman Wood seconded the motion.

Alderman Lennon moved to approve the option for a cell tower lease with US Cellular at a cost of $600 per month with a 10% increase in the cost every five years. The City recommends the water tower site be used for the cell tower.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

The motion carried.

Chief Michael Starman reported the Police Department gave thirty warning letters for overgrown grass today.

Mayor Hayden stated there are twenty-seven tube televisions that have been left at the electronic site, which is not allowed. If residents continue abusing the site, it will have to be removed. A camera can be placed at the site, with a sign stating video monitoring is being conducted. Police Chief Starman stated the Police Department has one available for use.

Pre-construction meetings will be held May 15 at City Hall. The Fayette Street/Clarksville Road project is tentatively scheduled at 8:30 a.m. and the Clarksville Road project at 9:30 a.m.

Alderman Ketchum commended all emergency personnel involved in the shooting on the corner of Fayette Street and Memorial Street for their quick actions.

Alderman Knight moved to adjourn this meeting at 6:35 p.m.
