McDonough County ESDA & Claims Committee met April 16.

The meeting was held at the McDonough County Courthouse, 3rd Floor Law Library. Committee Members present were Chairman Scott Schwerer, Vice Chairman Letha Clark, Joe Erlandson, Dick Marcott, Julie Melvin, Dave Nissen, and Trevor Toland. Committee Member Tessa Pfafman was absent. Also present was Edgar Rodriguez, Patrick Stout, County Vice Chairman Mike Cox, and County Clerk Gretchen DeJaynes.
Chairman Scott Schwerer called the meeting to order at 6:00 p.m.
Approval of March 19, 2019 Minutes
Member Marcott moved with a second by Member Melvin to approve the March 19, 2019 minutes as submitted. Motion carried on a voice vote.
ESDA Director Report
Director Edgar Rodriguez gave the report. The Committee thanked Edgar for his service as he has now been the ESDA Director for one year. Proposals are due by April 27th for the Natural Hazard Mitigation Plan so far one proposal has been received. ESDA will be attending a training session on April 24th-26th with IESMA in Springfield, IL. They have decided to go with Everbridge for the County Emergency Alert System and are now in the process of allocating funding. This will be a joint and shared project between County agencies, Cities, and WIU. They received excellent training from the Department of Homeland Security Priority Telecommunications in March regarding Government Emergency Telecommunication Service and Wireless Priority. ESDA, the McDonough County Health Department, McDonough District Hospital, WIU and long term care facilities in the County are working on a 3 year plan for a table top exercise schedule with a time frame of September-October 2019. Several classes/training sessions have been scheduled for April and May, all classes and sessions are free and open to the public unless otherwise noted.
Committee Chairman Schwerer asked what status is on the FEMA Pre-Disaster Mitigation Grant. Rodgriguez is hopeful that it will come through.
Approval of Claims
Member Nissen moved with a second by Member Clark to approve the claims as submitted. Motion carried on a voice vote.

Member Cox moved with a second by Member Marcott to adjourn the meeting. With no further business to discuss the meeting was adjourned at 6:44 p.m.
