Barry City Council met April 1.
Here is the minutes provided by the council:
Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present except Scott Harris.
Mayor Rennecker amended the agenda to add the following: Donation Request – New Philadelphia Construction Management & Observation Agreement.
Bruce Kendall made a motion to approve the minutes from the March meeting. Bob Dieker seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Debbie Harshman made a motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mike Johnson from the Pike County Sheriffs Department gave the police report. He said there were 64 reports: 3 verbal warnings issued, 9 written warnings issues, 2 wireless - 911 initiated calls, 37 Radio/Officer initiated calls, 12 phone initiated calls, 1 walk in initiated calls and 12 other initiated calls.
Debbie Harshman gave the Parks and Recreation Committee Report. Debbie said they received 3 resumes for pool manager. Last year we had a manager and 2 assistants and decided to do that this year. The total pay for the three last year was $4500 and has been raised to $5250 for this year. The Committee recommends that the following be hired for this year – Manager - Sarah Rogers $2200, Assistants are Mathew Bradshaw and Carlee Hively and each will receive $1525. A manager is required to be on premises at all times. The deadline for lifeguard applications is May 3, 2019. The Port-a-Potties will be delivered before Memorial Day and mentioned the concerns about parking on North side of street at Mt. Dew Ball Park. Robert Snyder said they are going to cut path from upper level to the lower level. Debbie stated they need to stress parking behind YMCA. Bob Dieker said we need to furnish bottled water for the lifequards. Steve Schultz made a motion to approve the recommendations and Bob Dieker seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Robert Snyder gave the Public Works Director Report. He said they have been doing some patching, and have rotted out the sewers that we are going to run camera thru. We need to gravel some of the alleys. We had the work camp and they swept uptown and filled the flower pots.
Jeff Hogge gave the City Administrator report. He attended Illinois Institute of Rural Affairs in Springfield and attended meeting with PCEDC at JIREH for a business evaluation. Jeff met with aerator representative about adding or replacing the lagoon aerators. He also met with Chuck Ingersol about possible new Public Infrastructure grants that the State may be awarding this year. The spring clean-up will be April 27 to May 5.
Mayor Rennecker discussed repealing the Pit Bull Ordinance which is still on the books discriminating against certain breeds and we cannot do that. There is still a vicious dog ordinance that pertains to any type of dog. Steve Schultz made a motion to repeal the Pit Bull Ordinance and Bruce Kendall seconded the motion. Roll call taken:

Motion carried with 5 ayes, 0 nays and 1 absent to repeal the Pit Dog Ordinance. Mayor Rennecker said we received letter from New Philadelphia asking for donation. Marynel Corton said the Likes lecture is coming up and they are paying two mortgages
and donation would be helpful. Bob Dieker made motion to approve donation of $500 from Tourism account and Steve Schultz seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mayor Rennecker passed out copies of the new budget for fiscal year 2020 to the council. Council is to review and no action taken.
Mayor Rennecker discussed the Construction Management Observation Agreement with MECO on construction with Commerce Drive. Estimated amount is $5000 for hour service or needed plan agreed upon by Bainters and they would like to extend at their expense to allow for more fill. Steve Schultz made a motion to approve the agreement and Debbie Harshman seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mayor Rennecker and council discussed purchase of street supplies for Commerce Drive extension. The materials from Hannibal Concrete Products were $2215 for 3x3 ID inlet structure and extra cost for piping at $3360. Bob Dieker made a motion to approve the purchase of street supplies for Commerce Drive and Bruce Kendall seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mayor Rennecker discussed amending and updating the liquor control ordinance. After reviewing the changes Debbie Harshman made a motion to amend and update the liquor control ordinance and Bob Dieker seconded the motion. Roll call taken:

Motion carried with 5 ayes, 0 nays and 1 absent to amend and update the ordinance. Marynel Corton asked if the whiskey barrel planter in front of Library could be replaced with new one like everyone else has. She was told yes, they would replace it. Debbie Harshman made a motion to adjourn and Steve Schultz seconded the motion.
