1.0 Call to Order

The board meeting was called to order at 6:31 p.m. by President Michael Siegfried.

2.0 Roll Call

Present: Mrs. Kyle, Mrs. Poe, Mr. Schmitz, Mr. Siegfried, Mrs. Snyder, Mrs. Stevenson. Absent: Mrs. Little. Also Present: Mr. Young, Mr. Ayer, Mr. Wayne Jespersen, Mrs. Miller.

3.0 Pledge of Allegiance

4.0 Approval of Minutes

4.01 Regular Meeting Minutes for March 2019 Mr. Schmitz made the motion to approve the regular meeting minutes for March 2019 with a second by Mrs. Stevenson. Ayes-6, Nays-0. Absent: Mrs. Little. Motion carried.

4.02 Closed Session Meeting Minutes for March 2019 Mrs. Poe made the motion to approve the closed session minutes for March 2019 with a second by Mrs. Snyder. Ayes-6, Nays-0. Absent: Mrs. Little. Motion carried.

5.0 Financials

5.01 Pay Bills for March 2019

Mrs. Kyle made the motion to pay the bills for March 2019 with a second by Mr. Schmitz. Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

5.02 Approve Financial and Treasurer Report for March 2019 Mrs. Stevenson made the motion to approve the financial and treasurer report for March 2019 with a second by Mr. Schmitz. Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Snyder-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

This year N-C spent $1,905,449 in the education fund compared to $1,935,706 last year. In the operation and maintenance fund, N-C spent $213,444 this year compared to last year the district had spent $162,310. The district spent $204,733 this year in the transportation fund compared to $209,214 last year. The district spent $2,323,626 this year compared to $2,129,256 last year at this time in those three funds for a difference of $194,370 more this year compared to last year.

The 31st of March completed 75% of the 2019 fiscal year. The district expended 72.0% of the education budget, 57.3% of the operations and maintenance budget, and 77.6% of the transportation budget.

Fund balances as of March 31, 2019: Education: $1,202,431, Operation and Maintenance: $504,766, Transportation: $329,183, and Working Cash: $205,167. The four Major Fund Balances: $2,241,547. Total Fund Balance for all funds: $3,282,374.

Fund balances as of March 31, 2018: Education: $1,017,121, Operation and Maintenance: $484,757, Transportation: $252,476 and Working Cash: $176,280. The four Major Fund Balances: $1,930,634. Total Fund Balance for all funds: $3,032,852.

The district has $310,913 more this year compared to last year in the four major funds. The district has $249,522 more this year compared to last year in total fund balance.

6.0 Special Agenda to Organize the School Board

6.01 Action Item- Consider a Motion to Approve the Consolidated Election Results from the April 2, 2019 Mrs. Snyder made the motion to approve the consolidated election results from the April 2, 2019 election with a second by Mr. Schmitz. Ayes-6, Nays-0. Absent: Mrs. Little. Motion carried.

6.02. Oath of Office by the Board President with the Newly Elected School Board Members The oath of office was taken by the new school board members-Michael Siegfried, Trischa Kyle, and Wayne Jespersen.

6.03. Seat the New School Board The new school board was seated.

6.04. Thank you to Tonya Little and Michele Snyder for their years of service on the school board Mr. Siegfried expressed gratitude to Mrs. Little and Mrs. Snyder for the years they have dedicated to the district.

6.05. Selection of a New School Board President for a Two-Year Term-

Mr. Schmitz nominated Michael Siegfried for School Board President with a second by Mrs. Kyle. Mr. Jespersen-Yes, Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

6.06. Call to Order The meeting was called to order by President Michael Siegfried with the new board at 6:41 p.m.

6.07. Election of Officers for a Two-Year Term-

Nominations for a Vice President

Mrs. Poe nominated Sandy Stevenson for school board vice president with a second by Mrs. Kyle. Mrs. Stevenson declined the nomination. Mrs. Stevenson nominated Brent Schmitz for school board vice president with a second by Mr. Siegfried. Mr. Jespersen-Yes, Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

Nominations for a School Board Secretary

Mr. Siegfried nominated Trischa Kyle for school board secretary with a second by Mrs. Poe. Mr. Jespersen-Yes, Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

7.0 Recognition of the Members of the Audience

7.01 Public Comment There was no public comment.

8.0 Superintendent’s Report

8.01 Principal’s Report The principal’s report was included in the board packet.

8.02 Other Mr. Schmitz asked about the status of the petition pertaining to the issuance of working cash bonds. Mr. Young will contact the board members when he receives information on the matter.

9.0 Action Items

9.01 Consider the Approval of the Illinois Elementary School Association Fees. Mrs. Poe made the motion to approve the Illinois Elementary School Association Fees of $680.00 with a second by Mrs. Stevenson. Mr. Jespersen-Yes, Mrs. Kyle-Yes, Mrs. Poe-Yes, Mr. Schmitz-Yes, Mr. Siegfried-Yes, Mrs. Stevenson-Yes. Absent: Mrs. Little. Motion carried.

10.0 Communications and Correspondence

Mrs. Poe made the motion to adjourn the meeting at 6:50 p.m. with a second by Mrs. Stevenson. Ayes-6, Nays-0. Absent: Mrs. Little. Motion carried.
