Village of Franklin Board of Trustees met March 5.

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:00 pm on Tuesday, March 5, 2019 in the town hall. Trustees present were Jason Ford, Wyatt Smith, Josh Slaughterback, and Nicole Fromme. Trustee Tami Thompson was absent.
Village Treasurer, Heather Reed presented the Treasurer's report for February 2019. Josh Slaughterback made a motion to approve the Treasurer's Report for February 2019. Wyatt Smith seconded the motion. The voting was as follows: Jason Ford-yes, Wyatt Smith-yes, Josh Slaughterback-yes, Nicole Fromme-yes. The motion carried. Heather Reed then presented bills paid and to be paid for February 2019. Josh Slaughterback made a motion to accept the bills paid and to be paid for February 2019. Wyatt Smith seconded the motion. The voting was as follows: Wyatt Smith-yes, Josh Slaughterback-yes, Nicole Fromme-yes, Jason Ford-yes. The motion was carried.
Nicole Fromme made a motion to approve the meeting minutes from February 2019. Wyatt Smith seconded the motion. The voting was as follows: Josh Slaughterback-yes, Nicole Fromme-yes, Jason Ford-yes, and Wyatt Smith-yes. The motion was carried.
Andy Fairless presented his Utility Supervisor report. Andy reported the ICC audit is coming soon. Mayor Turpin asked Andy to look into the costs and options for an answering service for customers to utilize in the case of an emergency. Andy found Advantage Answering Service out of Springfield, IL and received some package prices. Andy will research a couple of other possibilities to compare. Andy said he has been in contact with Waverly to borrow their Skid-Steer for the park mulch project. Nicole Fromme and Andy measured for Christmas lights. He also followed up with Eden Brothers and their quote is good for 90 days. Lastly Andy will look further into the sidewalks that need repaired near the Methodist Church and the Lions Den to see what it needs.
Buildings, Roads, and Drainage - Trustee Josh Slaughterback updated the Board on quotes he received from Wick Buildings. He had not received a return call from Morton or Cleary. Josh will try to reach out to Morton for more information.
Finance/Payroll - Mayor Turpin presented the budget for 2018-2019, ending in February. Mayor Turpin and Josh Slaughterback reviewed the budget together and with the help of Heather Reed, Village Treasurer, most everything is line itemized under the correct business. The Board reviewed the budget.
Insurance - Tami Thompson was absent and will present an update to the Board during the April meeting.
Personnel - Wyatt Smith made a motion to go into closed session. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith-yes, Josh Slaughterback-yes, Nicole Fromme-yes, and Jason Ford-yes. The motion carried. The Board entered into closed session at 7:53 pm. The Board re-entered regular session at 8:14 pm. Wyatt Smith made a motion to hire a candidate that was interviewed on February 19, 2019 to assist Reitha Holtzman, Village Secretary, when she is out of the office. Nicole Fromme seconded the motion. The voting was as follows: Wyatt Smith-yes, Josh Slaughterback-yes, Nicole Fromme-yes, and Jason Ford-yes. The motion was carried.
Utility Reconnect - There is nothing to report from this committee.
Utilities - Mayor Turpin brought the idea of an answering service for the emergency line to the table again. The Board members agreed Andy needs to look further into other options and it will be discussed in April.
Abandoned Property Legal Action was discussed in closed session.
Mayor Turpin has not done anything further with the abandoned vehicle ordinance at this time due to the cold temperatures. Letters will be sent at the end of March.
There is nothing new to report on One Call Now Alerts.
Mayor Turpin reported all of the money from the Children's Foundation and Apex has been collected for the park playground mulch.
Mayor Turpin spoke with the Village attorney about Skyping for meetings and he is working on providing an ordinance for Skyping for future meetings.
The waterway at the lagoons project will begin when the weather improves. Ed Wright will contact Andy Fairless before to inform him of a start date.
Village Clerk, Ashley Turpin handed out the Statement of Economic Interest forms to Board members.
Nicole Fromme presented five Christmas light options. Andy Fairless will contact the company to purchase. Josh Slaughterback and other Board members will contact local businesses and organizations for donations.
Andy Fairless, Jim Brown, and Mayor Paul Turpin will attend the IMGA Annual Meeting this month.
The Franklin Jr. High students are raising money for their annual March to Memphis trip. Mayor Turpin asked the Board if they were in favor of sponsoring two students at the cost of $250 per student. All present Board members agree.
Andy Fairless presented information from Eden Brothers previously. The location of the water leak is still unknown.
Mayor Turpin informed the Board the attorney did an amendment to the ordinance, but it's in moratorium. Jason Ford made a motion to put a moratorium on mobile home placement in the Village. Nicole Fromme seconded the motion. The voting was as follows: Josh Slaughterback-yes, Nicole Fromme-yes, Jason Ford-yes, and Wyatt Smith-yes. The motion was carried.
The appropriations were discussed previously when Mayor Turpin presented the budget.
Mayor Turpin and the Village attorney will put together and send out a mailer informing the Village residents of the wording for the upcoming referendum.
The April meeting will be on the 1st of April due to elections.
There is not a new Board member to appoint at this time.
As discussed previously, Andy will look further into the answering service.
Mayor Tupin suggested we walk the sidewalks and maybe have SlabJackers come in to repair some.
Previously a tree was removed from the park. The stump is still there and the company should return to remove it. Andy Fairless will follow up with them to see when they are available.
Mayor Turpin smelled gas and Jim Brown found it was at the Reznicek Insurance office. Andy Fairless found a melted piece and it was electrical. The repairs cost $5450.
Josh Slaughterback mentioned discussions he has heard amongst Village residents recently about the wind turbines. Josh believes there is a state law stating how close a turbine can be to a township. Josh will look further into the zoning laws.
