Mental Health Centers of Western Illinois-Brown County (MHCWI) Executive Director and CEO Roxie Oliver is committed to the agency’s goals of helping individuals achieve personal wellness through fiscally responsible, personalized service.
“I deeply believe in our mission,” Oliver told West Central Reporter. “My favorite thing about being the CEO is knowing that our staff strives very hard to provide the highest quality of care with the resources that are available. While we have adopted best business practices and recognize that ‘no money means no services,’ we always strive to ensure that the individuals' needs are met.”
Oliver first joined the Brown County Mental Health Center in 1994. She started working for the agency as a counselor and then moved her way up to a program supervisor, clinical director and associate director. She was appointed executive director and CEO in 2008.

“In 2005 and 2006, the Brown County Mental Health Center, the Hancock County Mental Health Center, and the Counseling Center of Pike County merged and formed the Mental Health Centers of Western Illinois (MCHWI),” Oliver said. “So in essence, I have worked at MHCWI for 25 years. My experience has been extremely positive. Starting from the ground up has given me a solid operations experience and understanding and has helped our team make tough financial decisions without jeopardizing our mission during the most chaotic times for social service agencies in Illinois. My goals are to adhere to and never lose sight of our mission and purpose and to protect staff jobs and client services.“
Oliver was born in New Mexico and grew up in West Texas, Oklahoma and Indiana. She currently resides in Mt. Sterling. She holds a bachelor of science degree in psychology and a master’s of education degree in agency counseling from Western Illinois University. She is a licensed clinical professional counselor in the State of Illinois.
“I wanted to make a difference and serve others,” Oliver said, regarding her choice to work in the mental health field.
While most of her time is dedicated to MHCWI, Oliver also participates in Mission in Action, serves on the Brown County Early Childhood Committee and is an active member in her church. Additionally, she enjoys gardening and spending time with her children and grandchildren.
