Village of South Jacksonville Board of Trustees met May 2.

Here is the minutes provided by the board:

Call to Order

Mayor Jennings the meeting to order at 7:00 p.m.

Pledge of Allegiance 

The Pledge of Allegiance was led by Chris Norton.

Roll Call

Present: Village President Harry Jennings Village Clerk Megan Moore; Trustees: Dick Samples, Paula Belobrajdic-Stewart, Chris Norton, Greg Nelson, Jason Hill, Todd Warrick and Tom Jordan. 

Also present: Chief Rich Evans, Tiffanee Peters Treasurer/ Office Manager, Superintendent of Public Works John Green, Police Chief Tim Mann and Attorney Rob Cross. 

Absent: Trustees Stacy Pinkerton and John Gotschall.

Mayor Jennings read the 2019 canvass of votes aloud.

Oath of Office 

Oath of office of the 3 new trustees. Todd Warrick, Jason Hill and Tom Jordan. Mayor Jennings asked for a motion to approve the agenda

Approval of Agenda

Mayor Jennings asked for an approval of the agenda after removing action item #3 and Todd Warrick would like action item #10 removed, Todd Warrick made a motion, Paula Stewart seconded.

Comments from the Floor 

Sandy and Brad Heaton -6 Crampton Rd- Spoke to the board on 'take it to the streets summer food program’.

Clerk's Report

Mayor Jennings asked for a motion to approve April 4, 2019 Board of Trustee minutes, Dick Samples made a motion Greg Nelson seconded and the motion carried unanimously.

Motion carried.

Treasurer's Report

Mayor Jennings asked for the approval of the March 2019 Treasurers Report; Paula Stewart made a motion, Dick Samples seconded, and the motion carried unanimously.

Motion carried.

Mayor Jennings asked for a motion to approve April 2019 Payables, Dick Samples made a motion, Paula  Stewart seconded followed by a roll call (YES) Dick Samples, Paula Stewart, Greg Nelson 

Abstain: Todd Warrick, Jason Hill, Tom Jordan and Harry Jennings.

Motion carried.

General Fund checks- $306,709.63 

TIF- $4,146.50 MFT-$117.00

Tourism: $6,523.72 

Water/Sewer deposit refund checks- $530.00 

Manual checks- $11,200.22

Total Payables- $317,909.85 

Mayor's Report

Water Rate Study- Anthony Miller from Hutchinson Engineering gave a handout and went out with the board.

Rural Fire Renewals- Mayor Jennings noted as a reminder these are due for those who have yet to renew.

Village Cleanup Days June 7, 8, & 9- Mayor Jennings noted no e-waste, oil, tires, batteries etcetera. Sign will be up at Village Hall and on the Website.

Summer Sewer Sign-Up - $5.00 through the end of May. (April was free).

Godfrey Park Water Toy Opens May 25th Hours are Monday, Wednesday and Friday 1:00pm-7:00pm, Saturday and Sunday 12:00pm-7:00pm.

Building Permits- 17- $217,905.00 with a $916.00 fee per permit.

Schedule Committee Meeting- 5/30/2019 at 6:00pm.

New Committees- Mayor Jennings noted these will be finished up this weekend as there are a few he would still like to speak to.

Committee Reports

Personnel. Nothing to report. 

Planning & Public Facilities- Presentation on water tower project. 

Public Protection- Handout from the Fire Chief for the board to look over as Chief Evans wanted to thank Mike Preston for his help.

Chief Evans noted there will be a Ribeye Cookout May 25 at 10:30am at the corner of Vandalia and South Main Street he also noted they are working on an open house later at the Police/Fire Departments and will have applications for anyone interested in becoming a volunteer. 

Chief Evans also thanked the outgoing trustees for everything and welcome the incoming trustees. $75.00 fire coverage discussion being to low? Mutual aid also discussed.

Chief Tim Mann handed out standard Police Report. McGruff discussion as South Jacksonville and Jacksonville split the program half and half.

Finance-Signatories, TIF and CD renewal was discussed.

Parks & Tourism-Grants that are on action item were discussed. Talk further on Godfrey Park Rock once committees are formed.

Mayor Jennings asked for a motion Paula Stewart made a motion, Todd Warrick seconded followed by roll call (YES)- Paula Stewart, Todd Warrick, Greg Nelson, Jason Hill, Dick Samples and Tom Jordan.

2 July Regular Meeting Date- July 2, 2019- Paula Stewart made a motion, Greg Nelson seconded followed by roll call (YES) Greg Nelson, Jason Hill, Dick Samples, Tom Jordan, Todd Warrick and Paula Stewart.

Motion Carried

3. Removed.

4. TIF Application - Sleep Inn-50%- Todd Warrick made a motion, Dick Samples seconded followed by a roll call (YES) Todd Warrick, Paula Stewart, Jason Hill, Tom Jordan and Dick Samples. NO- Greg Nelson.

Motion Carried

5. South Main Billboard – Morgan County Fair- Todd Warrick made a motion, Greg Nelson seconded followed by roll call (YES) Jason Hill, Greg Nelson, Tom Jordan, Dick Samples, Todd Warrick and Paula Stewart.

Motion Carried.

6. FD Residency Requirements- 5-mile radius- Dick Samples made a motion, Paula Stewart seconded followed by roll call (YES) Tom Jordan, Dick Samples, Todd Warrick, Jason Hill, Paula Stewart and Greg Nelson.

Motion Carried.

7. Ambulance Rates-Dick Samples made a motion, Todd Warrick seconded followed by a roll call (YES) Dick Samples, Todd Warrick, Paula Stewart, Jason Hill, Greg Nelson and Tom Jordan.

Motion Carried.

8. After Prom Donation - %100 increase-Greg Nelson made a motion, Todd Warrick seconded followed by a roll call Paula Stewart, Todd Warrick, Greg Nelson, Jason Hill, Dick Samples and Tom Jordan.

Motion Carried.

9. Ordinance - Sell 1989 Dump Truck- Dick Samples made a motion, Greg Nelson seconded followed by roll call (YES) Greg Nelson, Jason Hill, Dick Samples, Tom Jordan, Todd Warrick and Paula Stewart.

Motion Carried.

10. Removed.

11. Tourism Grant - Morgan County Fair a) Rodeo b) Demolition Derby c) Truck/Tractor Pull- A- Rodeo $10,000.00- Paula Stewart made a motion, Todd Warrick seconded followed by roll call (YES) Todd Warrick, Paula Stewart, Jason Hill, Greg Nelson, Tom Jordan 

Abstain-Dick Samples (mows grass for the Fairgrounds) 

Motion Carried.

B- Derby-$10,000.00- Paula Stewart made a motion, Jason Hill seconded followed by a roll call (YES)- Jason Hill, Greg Nelson, Tom Jordan, Todd Warrick and Paula Stewart. 

Abstain-Dick Samples.

Motion Carried.

C- Tractor Pulls- $10,000.00- Paula Stewart made a motion, Todd Warrick seconded followed by a roll call (YES) Tom Jordan, Todd Warrick, Jason Hill, Paula Stewart and Greg Nelson. Abstain-Dick Samples 

12. Tourism Grant – Main St Concert Sponsorship $5,000.00- Jason Hill made a motion, Todd Warrick seconded followed by a roll call (YES) Dick Samples, Todd Warrick, Jason Hill, Greg Nelson and Tom Jordan. 

Abstain-Paula Stewart- she has affiliation with this.

None. 

New Business

Dick Samples noted that we could look into providing water for the food program that spoke to the board earlier.

Adjournment

There being no further business for discussion Dick Samples made a motion to adjourn at 8:21p.m., Greg Nelson seconded; and the motion carried unanimously.
