Brown County Community Unit School District 1 Board of Education met July 17.

The meeting of the Board of Education was held on Wednesday evening, July 17, 2019 at 6:00 p.m. in the Brown County Board of Education Office, 503 NW Cross St, Mt. Sterling. The meeting was called to order by Blakeley. The minutes were recorded by Casey Perry.

In attendance: Pollee Craven, Karen Jirjis, Kris Gallaher, Pete Jenkins, Sue Tomlinson. Motion by Fullerton, seconded by Blaesing, to approve the consent agenda.

Committee Reports:
Curriculum Committee: Blaesing and Hughes presented Curriculum changes to the Board. Hornet Targets, Teacher Pacing Guides and use of the Mastery Connect software will be implemented this coming school year in every grade and every content area providing a strong foundation for all instruction. Fifth and Sixth Grade will be having a double-block class period to provide math and computer instruction together. Seventh and Eighth Grades will have a three-block period to integrate the instruction in reading, writing and social studies.
Finance Committee: Krupps reminded the board members and meeting attendees that the district has a yearly concern regarding cash-flow during the months of July, August and sometimes September when there is little or no State of Illinois Funding nor local property tax proceeds available to the district. Brown County does not provide taxing bodies with payment from local property taxes in July as other counties do in Illinois which causes a hardship for the district that may require the district to access tax anticipation warrants or other financial assistance until funding is provided. This situation is unique to Brown County because all other school district can utilize the July payment of property tax revenue until the State monies begin flowing in mid to late August.
Motion by Fullerton, seconded by Blaesing to Approve of 2019-2020 lease-purchase agreement with American Capital in the amount of $47,769.12 for laptop computers (lease term is four months, four monthly payments, first payment will be due in November, monthly payment is $12,300.08, total repayment amount is $49,200.32, Ed fund will be used for repayment)

Administrative Reports: Superintendent Phillips shared that she had been notified by American Central Insurance Services that the district-provided health insurance plan would be staying the same as what it has been for the 2019-2020 school year the cost will be decreasing by an average of 13.41% which, obviously, is good news for everyone!
Motion by Fullerton, seconded by Blaesing, to go into closed session to approve any matter discussed in closed session as necessary including the approval of personnel employment, release, and other personnel items that may require action, and limited to those matters authorized for discussion in executive session by motion of the Board. Closed Session on the following subjects: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District; i) pending, probable, or imminent litigation; or other matters appropriate for a closed meeting pursuant to the Open Meetings Act. at 6:34 pm.
