City of Dallas City Council met June 26.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on June 26, 2019, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr, and Greg Olson.

Others attending the meeting were Anne Thompson, Doug Erickson, and Gary Smith.

A motion was made by Gittings, and 2nd by Newberry to accept the minutes of the June 12, 2019, meeting. Gittings, Newberry, and Olson AYE. Northup ABSTAIN.

Discussed some trees that need to be removed due to the recent storms. Brian McEntee removed a tree off of Elm Street for $225. There are trees at 379 East Fourth Street and 220 East Fourth Street that need to be removed also. Mr. McEntee has given the council an estimate of $1300 and $1500, respectively, for the removing of these trees. There is also a tree on County Line Road that needs to be removed, but it does not appear to be on city property.

A motion was made by Gittings, and 2nd by Olson to hire Brian McEntee to remove the trees at 379 East Fourth Street and 220 East Fourth Street for $1300 and $1500. Gittings, Newberry, Northup, and Olson AYE.

Discussed sand that was purchased for the recent flood.

Discussed putting garage door openers in the new garage building at the city hall/police station.

Discussed possible grants that are available due to the recent flooding. It appears there may be some grants for sewer related items. Mayor Six will check on this to see if raising the city's lift stations would come under any of these grants.

Discussed renewing membership with the Hancock County Economic Development Corporation. The cost of the annual membership is $1332.45. A motion was made by Olson, and 2nd by Newberry to renew the city's annual membership with the Hancock County Economic Development Corporation for $1332.45. Gittings, Newberry, Northup, and Olson AYE.

Since there were no protest submitted to the tentative appropriations ordinance, a motion was made by Newberry, and 2nd by Olson to pass Ordinance #649, Ordinance for Appropriations for the May 1, 2019, to April 30, 2020, fiscal year. Gittings, Newberry, Northup, and Olson AYE.

The 2019 Motor Fuel Letting was held on June 20, 2019. W.L. Miller Company submitted the only bid for $39,193.85 to do the proposed street work. W.L. Miller Company submitted the only bid of $90 per ton for bituminous material (patch). A motion was made by Northup, and 2nd by Olson to accept both bids from W.L. Miller Company. Gittings, Newberry, Northup, and Olson AYE.

The Catholic Church is planning on having an outside mass on June 28 and would like permission to close West Fifth Street from Tom Durand's lane to Cedar Street from 4 p.m. to 7:30 p.m. The council has no problem with this and approved the request.

Discussed providing police protection for the Village of Lomax. It is the feeling of the council that we do not have the manpower to provide this protection at this time. A motion was made by Northup, and 2nd by Olson to reject the Village of Lomax's offer for having us provide them with police protection. Gittings, Newberry, Northup, and Olson AYE.

Esther Newberry left the meeting at 5:30 p.m.

Doug Erickson reported that he has spoken to the CGB Enterprises representatives regarding their project and the relocating of West First Street. Discussed the sewer project. It appears that the river level is low enough now that the contractor should be able to start back to work and finish the project. It has also gotten warm enough that the contractor doing the street work part of the contract should be able to get it done soon.

Discussed grants that could be available for the boat docks. The engineer will look into these more.

Police Chief Gary Smith has contacted Western Illinois Regional Council regarding a police grant for a new police vehicle. Chief Smith also reported that a Fulton County police officer was recently killed in the line of duty. A motion was made by Northup, and 2nd by Olson to donate a $100 gift card to the family of the officer that was killed. Gittings, Northup, and Olson AYE. Newberry ABSENT.

Mayor Six reported on a possible buy-out for the residents that were affected by the recent flooding.

He has filled out a form regarding this and will send it in to the Illinois Department of Natural Resources.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, Northup, and Olson AYE. Newberry ABSENT.

The meeting was adjourned at 6:15 p.m.
