City of Dallas City Council met July 24.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on July 24, 2019, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, Matt Miller, Ryan Thompson, A.J. Beach, Chris Classen, Hannah Brown, and Gary Smith.

Mayor Six asked for a moment of silence in memory of Commissioner Esther Newberry, who passed away July 11, 2019. On behalf of the City of Dallas City, Mayor Six and the Council would like to extend their appreciation to Commissioner Newberry for her 20 years of service as Water Commissioner on the Dallas City City Council.

A motion was made by Olson, and 2nd by Gittings to accept the minutes of the July 10, 2019, meeting. Gittings, Olson, and Six AYE. Northup ABSTAIN.

Anne Thompson asked about the tall grass on some properties in town. Matt Miller asked about the parking on Oak Street.

Chris Classen reported that two lift station pumps are not working. He is working on getting them fixed.

Max Faul has completed the electrical work at the water salesman building.

Police Chief Gary Smith introduced Hannah Brown to the council. She has applied to be a part-time police officer for the city. Chief Smith also reported that he has a couple of reserve deputies lined up to help during the City Celebration.

The City Celebration is this weekend. The council would like to “THANK” the celebration committee and everyone who is planning on helping with the celebration this weekend.

Discussed the price of the city's liquor license. A motion was made by Olson, and 2nd by Northup to eliminate the Class A liquor license and to lower the annual fee of the Class A-1 liquor license from $2,000 to $1,000, effective July 1, 2020. Gittings, Northup, and Olson AYE.

Discussed Oak Street parking and possibly eliminating parking on the east side of Oak Street between Third Street and the alley between Third Street and the BNSF Railroad tracks. This will be discussed more at the next meeting.

Discussed the sewer project. Laverdiere Construction has started working on the streets that are scheduled to be repaired as part of the sewer project.

W.L. Miller Company did the oil and chipping of the city streets today. It appears that the engineer gave the contractor a map that did not show the correct streets that were to be done. Mayor Six is going to contact the engineer regarding this.

A.J. Beach and Ryan Thompson discussed some of the fire hydrants in town and getting them flushed. The members of the Dallas City Fire Department are willing to help with the flushing of the hydrants. Chris Classen explained that Dallas Rural Water District can not supply enough water this time of year to do any flushing of hydrants. Discussed putting the hydrants on a rotating basis to flush them. It also appears that there are some of the hydrants that need to be replaced.

Mayor Six reported that the city attorney has not heard anything from the property owner of 57 East Fourth Street. The city attorney will discuss this more at the next meeting that she attends.

A motion was made by Northup, and 2nd by Olson to enter executive session for the purpose of discussing personnel and filling the vacant seat on the council created by the death of Commissioner Newberry. Gittings, Northup, and Olson AYE.

The meeting entered executive session at 5:54 p.m. The meeting re-entered regular session at 6:05 p.m.

A motion was made by Gittings, and 2nd by Olson to hire Hannah Brown as a part-time police officer at $16.50 per hour. Gittings, Northup, and Olson AYE.

Discussed filling the vacant seat on the city council. Until the seat is filled, Commissioner Gittings will make the decisions regarding delinquent water bills and shut offs.

Discussed getting the remaining manually read water meters replaced with digitally read meters.

The city's membership fee with the Western Illinois Regional Council for the 2019-2020 fiscal year is due. This year's membership fee is $567.00. A motion was made by Northup, and 2nd by Olson to pay $567.00 to the Western Illinois Regional Council for the 2019-2020 membership fee. Gittings, Northup, and Olson AYE.

The city attorney has notified the city that she incorrectly dated the city's appropriations ordinance for the 2019-2020 fiscal year. Therefore, it is necessary to re-approve the ordinance. A motion was made by Gittings, and 2nd by Olson to re-approve Ordinance #649, Ordinance for Appropriations for the May 1, 2019, to April 30, 2020, fiscal year. Gittings, Northup, and Olson AYE.

Mayor Six informed the council that there is a gentleman that has been doing some work for the city to fulfill a community service sentence. He has been working on cleaning the gutters and power washing the siding on the city hall/police building. It was decided to have him work on cutting some grass and weeds before the city celebration this weekend.

A motion was made by Gittings, and 2nd by Olson to adjourn the meeting. Gittings, Northup, and Olson AYE.

The meeting was adjourned at 6:27 p.m.
