Dallas City City Council met June 12.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on June 12, 2019, at 5:05 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings and Greg Olson. Esther Newberry and Harold Northup Jr. were absent.

Others attending the meeting were Anne Thompson, Doug Erickson, Chris Classen, Gary Smith, and Mariah Wallace.

A motion was made by Gittings, and 2nd by Olson to accept the minutes of the May 22, 2019, meeting. Gittings, Olson, and Six AYE. Newberry and Northup ABSENT.

Chris Classen reported that the lift stations are back to working order. He also reported that Mississippi Valley Pump Inc. had to be called in to pull the pump in a lift station. The estimated cost to rebuild the pump is $6,500. The cost of a new pump is approximately $10,000. A motion was made by Olson, and 2nd by Gittings to purchase a new pump. Gittings, Olson, and Six AYE. Newberry and Northup ABSENT.

Doug Erickson reported that the contractor for the sewer project is waiting for the Mississippi River level to lower so that they can complete the project. He also reported that the sub-contractor that will be doing the street repairs for the sewer project is waiting for warmer weather so that they can complete this portion of the project.

Mr. Erickson discussed the boat docks. The Illinois Department of Natural Resources is accepting applications for their Boat Access Area Development grant program. Benton & Associates will do the required paperwork for the city to apply for this grant.

Discussed the CGB Enterprises expansion project and the city's options. It appears that the city and CGB representatives need to meet to discuss these options.

Police Chief Gary Smith reported that the police pickup had to have 2 new tires, new front rotors, new front brakes, and a new battery. He has updated the department's Rules, Policies, and Procedures and sent them to the city attorney for validation. An antenna for a hand-held radio was lost during an arrest and had to be replaced. Officer Dausch has submitted his resignation, effective July 1, due to personal reasons. He has agreed to reimburse the city $1,240 for the cost of his ballistic vest and uniforms.

Chief Smith also reported that the screen on one of the laptop computers is cracked and needs to be replaced. He is getting estimates on what it will cost to get it repaired.

Chief Smith discussed a Justice Assistance Grant for a new police vehicle. A motion was made by Olson, and 2nd by Gittings to give Police Chief Smith permission to contact Western Illinois Regional Council to complete the grant application for a new police vehicle. Gittings, Olson, and Six AYE. Newberry and Northup ABSENT.

Discussed trees that need to be removed.

Mariah Wallace discussed a city cannabis ordinance violation involving a juvenile. She has spoken to the Hancock County State's Attorney regarding this juvenile. There are other outstanding charges

against this juvenile. Therefore, the State's Attorney asked if the city would be willing to drop this ordinance violation. The council decided to drop the city's cannabis ordinance violation against the juvenile.

The city attorney discussed the city's cannabis ordinance and reported that it will need to be amended due to the State of Illinois recently passing a law that makes the recreational use of cannabis legal.

Discussed residents that had flood damage to their homes recently. Mayor Six has spoken to a representative from the Illinois Department of Natural Resources regarding a possible buy out of some properties that were affected by the recent flooding.

Discussed non-highway vehicle permits.

Discussed sending letters to a couple of residents that have been using vacant property that is owned by the city. The city attorney will send letters to these residents.

Police Chief Smith reported on a meeting he recently had with representatives of the Village of Lomax regarding possibly supplying police protection for them.

A motion was made by Olson, and 2nd by Gittings to adjourn the meeting. Gittings, Olson, and Six AYE. Newberry and Northup ABSENT.

The meeting was adjourned at 6:15 p.m.
