City of Barry City Council met July 1.

Here is the minutes provided by the council:

Mayor Rennecker opened the first Public Hearing at 6:30 p.m. for zoning change for Parcel # 46-027-07E & Parcel # 46-027-07C from I-1 to B-2. This is the 25 acres that IL Rural Electric Co-op owns. This is the land that Innoventors was going to build on. There was no Public Comment. The Hearing ended at 6:45 p.m.

Public Hearing # 2

Mayor Rennecker opened the seconded Public Hearing at 6:45 p.m. This hearing was for zoning change at 889 McDonough Street. Ross Hull wants to put up a shop & do hobby welding. Steve Schultz said if he is not using for business it does not have to be rezoned. If it’s a business then we need to think about it and we cannot take any action until we know more about what he is planning to do. We need him to tell us what his plans are. Hearing ended at 7:00 p.m.

Regular Meeting 

Mayor Rennecker called the regular monthly meeting to order at 7:00 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.

Bob Dieker made a motion to approve the minutes from the June meeting and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made a motion to approve paying the bills and Scott Harris seconded the motion. Motion carried with 6 ayes, o nays and o absent.

Steve Lowry from the Pike County Sheriffs Office gave the police report. He said there were 3 arrests: felony arrest, misdemeanor arrest and traffic arrest. He also asked that they say something to people for the upcoming Apple Festival not to block off right-of- ways to keep people from parking in front of their homes. They cannot legally tie off from poles. A lady tripped last year on a rope that was put up, but luckily she wasn’t hurt.

Robert Snyder gave the Public Works director report. He said they had been using sewer jetter, patching and helped with the sewer video crew. Also the water plant & shelter houses have been painted. Bruce Kendall asked when they put the cameras in the sewer was anyone surprised at what they saw. Robert said they were surprised at the good shape they were in. Union Street had lots of roots and on Rodgers Street. Robert said he would like to do Main Street, Perry Street and Hull Street. Max Middendorf said he will stop by and get copy of the video. Marynel Corton said she would appreciate having the air conditioners put in the Museum and would like to have them done before the Firemen’s supper.

Jeff Hogge gave the City Administrator report. Jeff met with David Ballintyne about worker’ comp insurance. He attended several meetings and met with American Fresh Water Fish and they will be having job fair July 11 from 10 a.m. to 2 p.m. and July 12 from 5 p.m. to 7 p.m. at the YMCA. They would like to be open by the end of the month. All fish from Kentucky Lake will come here and from Mississippi River and Illinois River. He has been working on Code violations and helped with sewer video crew.

Mayor Rennecker said we had donation request from Barry Apple Festival. Debbie Harshman said the City has donated $500 in the past to be a sponsor. She said during the firemen’s supper the Apple Festival Committee will be doing some things in the Park and asked if they could have Main Street closed from Rogers Street to Bainbridge Street. They want to bring cows in for cow chip bingo. Steve Schultz made a motion to donate $500 to the Barry Apple Festival as a sponsor and Street closure. Bob Dieker seconded the motion. Motion carried with 6 ayes, o nays and o absent.

Mayor Rennecker discussed amending zoning ordinance regarding uses in Historic Business District. This amendment will allow first floor residential use only after the occupant/owner of the building obtains a permit from the City Administrator authoring residential uses in the first floor of a given multi story building. Lance Kendrick made a motion to approve the ordinance and Steve Schultz seconded the motion. Roll call taken:

Marynel Corton – yes 

Bruce Kendall – yes 

Lance Kendrick – yes

Motion carried with 6 ayes, o nays and o absent to amend the ordinance.

Jeff Hogge said they had TIF award modification request for Debbie Harshman building. The contractors forgot one door when they gave her a bid on the building, both bids stated doors but one door wasn’t included and Debbie is asking for an additional $647.00. Bob Dieker made a motion to approve the request and Lance Kendrick seconded the motion. Motion carried with 6 ayes, 0 nays and o absent.

Andy Woods appeared before the council about a letter he received about animals and wondered if it could be changed to include rabbits. He said they help kids with 4-H and they go to fairs and help American Legion with rabbits for a supper. He asked council could issue permits to keep them. Steve Schultz stated it may be other problems and ordinance reads as is and not sure they will change it. Mayor Rennecker said consensus was to follow ordinance. Scott Harris said if you change for one then you have to change for everyone. Andy said he talked to neighbors and no one had problems with the rabbits.

Lance Kendrick made a motion to adjourn and Bruce Kendall seconded the motion. Meeting adjourned at 7:55 p.m.
