City of Dallas City Council met Sept. 11.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on September 11, 2019, at 5 p.m. Mayor Kevin

Six called the meeting to order with the following commissioners present: Lila Gittings, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, Chris Classen, and Gary Smith.

A motion was made by Olson, and 2nd by Gittings to accept the minutes of the August 28, 2019, meeting. Gittings, Northup, and Olson AYE.

Anne Thompson asked about getting the tall brush cut at the intersection of East Fifth Street and Elm Street. Commissioner Olson will take a look at this, and if it appears to be on city property, he will have the street employee take care of it. Otherwise, the property owner will be contacted.

Doris Harman informed the council that there are several children who live on West Fourth Street that are playing on the street, and she is concerned that someone is going to get hurt. Police Chief Smith will check into this. She also asked about getting some patch put on the street by her house. The council decided to have the street employee take a look at this.

Chris Classen reported that the work on the lift station on East First Street by the pond has been completed, and it is working fine. He has also gotten a new pump installed in the lift station on Sycamore Street and it is working, but he is still waiting for a few minor parts so that he can complete the work on this lift station.

Police Chief Gary Smith gave the police report for August 2019. Officer Foster recently attended an Evidence Technician Refresher Course, and Officer Brown will be attending a Breath Alcohol Operator Course next week. Chief Smith requested that Officer Brown be sent to the full-time transition course.

She would then be able to work 24 hours per week for Dallas City and 16 hours per week for Lomax.

She would be working directly for Lomax and not thru Dallas City. She has agreed to sign a 2 year employment agreement.

A motion was made by Northup, and 2nd by Olson to send Officer Brown to the full-time transition course and offer her a 2 year employment agreement. Gittings, Northup, and Olson AYE.

Discussed Fall Clean-Up Days. Commissioner Gittings will check to see when containers are available in October.

Discussed Trick-Or-Treat. It was decided to have Trick-Or-Treat on October 30, 2019, from 5 p.m. to 7 p.m.

Discussed ordering signs for “15 Minute Parking” on Oak Street.

Discussed getting the remaining water meters converted to digitally read meters. Harold Northup III has started working on these.

Mayor Six reported that Doug Erickson would like to show the film of the recently completed sewer project at the next council meeting.

Mayor Six asked that the council go into executive session for the purpose of discussing 5 ILCS 120/2(c)(8), Specific public property security issues and procedures. A motion was made by Northup, and 2nd by Gittings to enter executive session for the purpose of discussing 5 ILCS 120/2(c)(8), Specific public property security issues and procedures. Gittings-AYE, Northup-AYE, and Olson-AYE.

The meeting entered executive session at 5:44 p.m.

The meeting re-entered regular session at 5:56 p.m. with Mayor Six and Commissioners Gittings, Northup, and Olson present.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, Northup, and Olson AYE.

The meeting was adjourned at 5:57 p.m.
