City of Dallas City Council met Sept. 25.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on September 25, 2019, at 5 p.m. Mayor Kevin

Six called the meeting to order with the following commissioners present: Lila Gittings, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, Doug Erickson, Gary Smith, and Mariah Wallace.

A motion was made by Gittings, and 2nd by Olson to accept the minutes of the September 11, 2019, meeting. Gittings, Northup, and Olson AYE.

Doris Harman thanked the council for having the city employee patch the hole in the street by her house.

Anne Thompson discussed the weeds at the intersection of Elm Street and East Fifth Street.

Commissioner Olson has checked this out and feels that it is the property owners responsibility. He has also contacted the property owner about getting this taken care of.

Mrs. Thompson also asked about a vehicle that is not licensed and has been parked along East Fifth Street all summer. The police chief will check on this.

The council has received a request for a donation from the Dallas Elementary School's Athletic Booster Club. A motion was made by Olson, and 2nd by Northup to donated $300 to the Dallas Elementary

School's Athletic Booster Club. Gittings, Northup, and Olson AYE.

Commissioner Gittings has Fall Clean-Up Days set for October 10, 11, 12, & 13. Dumpsters will be located next to the recycling bin.

Discussed a resident who removed the shingles off of his garage roof. There are several of the old shingles and nails that have been left along the alley by the garage and need to be cleaned up.

Discussed property owners that are in violation of the city's nuisance ordinance.

Discussed the mowing of the city cemetery. It doesn't appear that the person mowing the cemetery has done a very good job this year. Commissioner Gittings will contact this person. It was also decided to advertise and get bids earlier next year for the mowing of the cemetery.

Mayor Six reported on the Illinios Municipal League Conference that he recently attended.

Mayor Six also reported that he has received a letter from the Illinois Commerce Commission regarding the railroad crossings in town. A representative of the ICC has checked the crossings in town and has contacted the BNSF Railway Company about the repairs that need to be made to the crossings.

Police Chief Gary Smith reported that Officer Foster was involved in an altercation while on duty and trying to apprehend an individual. Officer Foster was taken to the emergency room for treatment and should be back to work in a few days.

Chief Smith also reported that the radar units have been re-certified. Mediacom recently did an update that created problems with the phone system, internet, and Wi-Fi. These problems have been resolved.

It also appears that Officer Brown is not going to be working for the Village of Lomax for the time being.

The city has received a letter from the Illinois Department of Commerce stating that they are very satisfied with how the sewer project has gone.

Discussed the changing of the city ordinance regarding the discharging of firearms. The city attorney is working on this and will have Chief Smith look it over when she has it drafted.

The mayor has had three more request from individuals that need to perform community service work.

One of them is currently working on painting the restrooms at the boat docks.

Discussed electrical work that needs to be done at the city hall/police station building. Mayor Six will contact Max Faul about doing this work.

Discussed the property at 57 East Fourth Street. The city attorney discussed some of the city's options to get this issue resolved.

Discussed the DVR camera at the boat docks. A new shelf needs to be installed so that the unit can be placed high enough that it will not be affected by flooding.

A motion was made by Gittings, and 2nd by Olson to pass Ordinance #650 for the levy and assessment of taxes for the May 1, 2019, to April 30, 2020, fiscal year. Gittings, Northup, and Olson AYE.

Discussed a Federal Court Class Action Lawsuit against U.S. Pharmaceutical Companies that sell opioids. The city attorney recommends that the city not drop out of this group that has filed this lawsuit.

Pam Markey has asked permission to park a trailer along Oak Street for a few days so that she can load things into it. The council does not have a problem with this.

Discussed putting a sign up at the burn pile by the old sewer plant that states what can be left there to be burned. Signs will be ordered.

Discussed filling the vacancy on the city council created by the death of Commissioner Esther Newberry. Mayor Six nominated Gina Beck to fill this vacancy. This will be discussed more at the next meeting.

Discussed the sewer project. The first loan repayment of $6,766.41 is due November 2, 2019. Doug Erickson presented a video of the sewer project showing the work that has been completed. He hopes to have the paperwork for the project finished in a couple of weeks.

A motion was made by Olson, and 2nd by Northup to adjourn the meeting. Gittings, Northup, and Olson AYE.

The meeting was adjourned at 7:11 p.m.
